PRIMARY FUNCTIONS

A Parent Educator will conduct support services in a Community Based setting at the Guadalupe Family Resource Center. This position consists of assisting/managing the daily operations of the Resource Center, in addition to data collection for program sustainability. Parent Educators are responsible for facilitating educational and family centered services in the form of community outreach, including but not limited to classes, interactive activities, support groups, outreach, as well as providing information/referrals to support and assist parents in providing the tools to promote healthy child development in the early years of life, as well as promoting resiliency within the community. A Parent Educator will encourage meaningful interactions between parent and child, while supporting a parent to feel empowered and an advocate for their family. This position requires outreach coordination within the aspects of networking/participation to assigned committees/alliances and coordination of comprehensive services with key partners internal/external to meet the needs of the program.


MINIMUM QUALIFICATIONS
  • The following are the minimum requirements in regards to Degree and Experience:
    • A Bachelors Degree (preferred) in early childhood education, social work, family studies, psychology or related field of study.
    • Must have 2 years of supervised experience working directly with culturally & economically diverse populations of Parents, infants, and children, as verified on a resume and reference verification
  • Must be at least 21 years of age and must have a valid drivers license
  • Must have access to safe, reliable transportation with valid automobile insurance.
  • Must have a valid Arizona Level One Fingerprint Clearance card or is eligible to receive one
  • Must be able to pass Department of Child Safety Central Registry Background Check
  • When subpoenaed, testifying in court regarding a case according to PA policy.
  • Carry out activities in annual work plan and agencys strategic plan.
  • Ability to travel as needed based on Program Needs.
  • Must be able to demonstrate the following knowledge:
    • Knowledge of infant & child development, parent-child attachment, possible behavioral health dynamics of caregivers, as well as the dynamics of child abuse & neglect
    • Knowledge and experience in strength-based and family-centered provision of primary prevention services.
    • Be neutral and ensure effective communication between program staff and families is in regards to arranging services/events, obtaining information to address familys needs, or for communicating issues that may endanger the safety of the children
    • Knowledge of community resources as well as how to navigate/access these resources for families. (Some examples of services are but not limited to Social Service Agencies, Provider Systems such as behavioral health, and division of developmental disabilities.)
  • Must be able to demonstrate the following skills/abilities:
    • Strong communication and interpersonal skills (e.g., nonjudgmental, objective, reflective, empathic, patient, tactful).
  • Demonstrate the ability to work independently, be self-motivated, and to work cohesively within team dynamics to effectively meet program requirements/objectives.
  • Have a strong competency in planning, organizing, scheduling, record keeping, and effective programmatic communications.
  • Ability to demonstrate strong project coordination skills, including but not limited to, managing multiple simultaneous events/groups, multiple center participants, event planning and any requirement that meet the needs of the Resource Center.
  • Bilingual (English and Spanish) required
  • Any other duties deemed necessary as requested by Program Manager/Supervisor/Executive Team.


PREFERRED QUALIFICATIONS/EXPERIENCE

The following are not required but preferred in candidate selection:

  • Experience in cultural diversity, substance abuse, sexual abuse, family violence that may have an impact of child abuse and neglect on child development.
  • Demonstrate interest and ability to advocate with and on behalf of low-income, diverse families.


PRIMARY JOB RESPONSIBILITIES AND COMPETENCIES
  • Successful completion of specified trainings to meet contract deliverables and quality standards of service delivery, some are but not limited to:
    • Nurturing Parenting Curriculum Training
    • CPLC mandated trainings
    • Arizona Mandated Reporter Training
    • Professional Development in regards to continuing education to meet funders yearly hours of training requirements provided by CPLC/funder
    • Additional completion of required certifications deemed necessary by CPLC/funder requirements.
  • Travel to:
  • Travel to community locations to perform program duties as deemed necessary.
  • Some travel in/out of county to meet program requirements in regards to training and collaboration with internal/external key partners.
  • It is the responsibility of the Parent Educator to display competencies in regards to Community Based service delivery:
    • To demonstrate respect, dignity, and diversity to any participant, potential participant, and/or child in a non- judgmental manner that will honor the participants rights to privacy and confidentially.
    • To conduct data collection for all participants involved with the Resource Center/Events.
    • To provide services focused on positive parent-child interaction, effective parenting and overall family well- being: via effective service delivery including but not limited to curriculum/event planning, methods of service delivery, and documenting accurate information of all participants whom are provided service by the Resource Center/Outreach Events.
    • To demonstrate appropriate developmental/educational activities, including but not limited to delivering evidenced based information via curriculum to parents regarding child development, related parenting topics, engaging in interactive play, promotion of literacy, and implementation of protective factors within the family.
    • To prepare and submit timely reports, accurate data collection, maintain family records in accordance to professional standards and funder requirements.
    • Actively recruit families by method of outreach to community partners on a regular basis based on advisement from Program Manager/Supervisor/Executive Team.
      • Collaboration effort including not limited to all Internal CPLC programs, Library, Food Pantry, Tribal Communities, OB/GYN Offices, Pediatricians, Schools, WIC, Health Clinics, Parks, Splash pads, Farmers Market, Grocery Stores (Food City, Frys, Ranch Market), Apartment Complexes, Setting up a booths at events/conferences, Community churches or other places of worship, Local Community Newspaper ads, Government/County/City/Tribal/Local Agencies, etc.

  • To connect families to resources that help them achieve their goals and meet the needs of their family.
    • To maintain current on all mandated certifications, including but not limited to Fingerprint Clearance Card, Drivers License, Vehicle Registration, Vehicle Insurance, CPR & First Aid, and any other certifications deemed appropriate by CPLC Parenting Arizona Leadership, the State of Arizona, and funders.
      • To determine the safety of a child with any caregiver and/or others whom enter the Resource Center, and to make a decision if a Child Abuse Report is mandated to be reported to the DCS hotline due to any suspected abuse, neglect, and/or safety concern, or reportable incident.
      • To attend regular meetings with supervisor to review center related concerns/successes.
        • Adhere to all contractual agreements between CPLC/funding sources, by adhering to CPLC/Parenting Arizona/Funders policies and procedures
          • To participate in continuous quality improvement
TYPICAL DAILY WORKING CONDITIONS
  • Ability to work in In-Field Community Setting and within the Resource Center interchangeably.
  • Assist in managing daily center activities and operations within the guidelines and expectations set forth by CPLC Parenting Arizona Leadership/funder requirements. Including but not limited to:
  • Opening and setting up the Resource Center for daily operations
  • Daily preparation for events/classes/groups/workshops, etc.
  • Establishing and maintaining effective and positive relationships with staff, participants, potential participants, community service providers, and internal/external key partners
  • Collaborate and work effectively with Resource Center Team to produce efficient, timely, and excellent customer service to participants/staff.
  • Deliver effective resource and referral coordination for participants by connecting/assisting in navigation with Community resources/referrals to active and/or potential center participants via in person, telephonically, email, or referral.
  • Maintaining a clean and organized environment within the Center and its external space, by method of housekeeping duties, organizational skills, and active participation in maintaining a tidy and clutter-free Resource Center, as mandated by CPLC Parenting Arizona Leadership to create an atmosphere of professionalism.
  • At all times, promote safety-based activities, messages, interactions and practices to promote a safe environment.
  • Promote positive, strength based interactions between staff, participants, potential participants, community service providers/members, and internal/external key partners to maintain retention in regards to participation and collaboration.
  • Promote and establish healthy professional boundaries with staff, participants, potential participants, community service providers/members, and internal/external key partners to maintain effective quality services.
  • Promote effective program outcomes in the method of accurate daily data tracking of participants, their needs, daily activities/events, procedures that are required for center sustainability.

  • Any other duties deemed necessary as requested by Program Manager/Supervisor/Executive Team.
  • Must be flexible to schedule changes based on Resource Center and funder needs
    • Must be available to work mornings, days, evenings and weekends as needed
CONTINUOUS EDUCATION

Participation in continuous learning, competency building and maintenance of competency skills. A minimum of 20 hours per Fiscal Year including but not limited to Relias Learning, Conference, Workshops, and/or Outside Training.

ACCOUNTABILITY

A Parent Educator at the Guadalupe Family Resource Center is directly supervised by the FRC and Community Based Program Manager.

Employee will be responsible for the following:

  • Being accountable for understanding and complying with CPLC and any other funder/contract policies and procedures.
  • Meeting all required staff expectations and duties set by CPLC/Parenting Arizona/funder.

Reporting any incidents and/or emergencies to their direct supervisor within 12 hours of the incident
