Field Interviewer - In-Person Data Collection Specialist on MCBS

What we look for in a Field Interviewer:

Field Interviewers will make face-to-face visits to select households in diverse socio-economic neighborhoods, engage residents for eligibility/interest and conduct in-person interviews. We are looking for outgoing and engaging people who have background in conducting field interviews, collecting data, medical billing experience, strong customer service skill set, working in restaurants, retail stores, or any type of sales positions, and/or other public facing employment. If you are self-motivated, like to speak with all kinds of people, and share our commitment to objective, high-quality research, then you can help us make meaningful contributions that impact our nation.

You will be instrumental in helping NORC make sure our study participants voices are heard.

Field Interviewer responsibilities and requirements:

Project Specific Responsibilities & Requirements:

  • Make phone and in-person contact with select respondents, often unannounced - to introduce the study, answer questions, address any concerns and invite them to participate. Interviews will also be conducted over the phone and in-person.
  • Be comfortable interacting with and interviewing older persons and disabled persons.
  • Be proficient in using a computer and learning all job-related computer programs such as the instrument, case management system, and time and expense software. Interviewers will be trained on how to administer the MCBS case management and questionnaires.
  • Work with supporting medical documentation provided by the respondents during the administration of the continuing questionnaire. Interviewers will be trained on how to use this documentation.
  • Read verbatim throughout the interview, and follow questionnaire prompts to collect data from statements and receipts the beneficiary has provided including all collected medical paperwork, including calendars and associated health care documents.
  • Demonstrate and collect six physical measurements for beneficiaries in the Community.
  • Available for a long-term project. Data collection period is continuous.

General Interviewing Responsibilities and Requirements:

  • Conduct standardized questionnaires on project tablet/laptop devices, collect confidential and personally sensitive information.
  • Independently handle administrative duties, including participation in conference calls with Field manager, and complete all required project trainings.
  • Maintain regular communication with your Field Manager, address any concerns you are experiencing in the field.
  • Ability to carry a laptop/tablet, survey documents, and supplies. Assume all legal responsibility for use, and care of the project-issued equipment.
  • Return all company equipment and respondent incentives in a timely manner upon completion of assignment.

Other Requirements:

  • Present evidence of identity and authorization to work in the United States (i-9 documentation)
  • Have a valid drivers license with unlimited use of an automobile in working condition, and present proof of auto liability insurance.
  • Have a High School diploma or equivalent.

Training Requirements:

  • Initial Training will be remote in July. In mid to late September, we will have an in-person training to train on Continuing Interview. This training will also include training on administration of physical measures. There will be a remote training ahead of each winter and summer round and will be required to complete certification activities each round, Interviewers are expected to complete memos during the data collection period.

Compensation:

The starting rate for field interviewers in Fort Myers, FL is $18.00/hour.

About the Medicare Current Beneficiary Survey (MCBS)

The Medicare Current Beneficiary Survey (MCBS) is a continuous, multipurpose survey of a nationally representative sample of the Medicare population, conducted by the Office of Enterprise Data and Analytics (OEDA) of the Centers for Medicare & Medicaid Services (CMS). The central goals of the MCBS are to determine expenditures and sources of payment for all services used by Medicare beneficiaries, including co-payments, deductibles, and non-covered services; to ascertain all types of health insurance coverage and relate coverage to sources of payment; and to trace outcomes over time, such as changes in health status and spending down to Medicaid eligibility and the impacts of Medicare program changes on satisfaction with care and usual source of care. This information is used to accomplish the following:

  • To help us understand how Medicare affects beneficiaries daily life, and what problems they might be experiencing with it.
  • To help increase Medicare coverage and efficiency for beneficiaries, both now and in the future.
  • To provide legislators and policy makers with more information to create effective laws and regulations for people enrolled in Medicare. In fact, the Part D prescription drug benefit was created in part based on findings from the MCBS.
  • To improve the quality-of-care Medicare beneficiaries receive.
  • To create reports using data collected to describe key factors about how people use Medicare.

Data is collected for the same person eleven times over a period of three years. Each year there are three rounds of interviews - a Fall Round, a Winter Round, and a Summer Round. Every Fall, new respondents have their first interview and subsequent interviews are conducted at four-month intervals. The basic content of the MCBS Community instrument involves a Baseline Interview, which is the first round of questions that we ask of every new respondent. The subsequent interviews are referred to as Continuing Interviews.
