Overall Job Objective

POSITION SUMMARY

This is a part-time position established to assist the Bellaire Fire Department during manpower shortages. The City of Bellaire's service area is 3.6 square miles located in the City of Houston, just South of Interstate 69/Hwy 59, along IH610. The population is approximately 18,000 persons. We are a very active department with runs approximately 2000 incidents per year.


  • Part-time staff will submit days of availability and will be scheduled as needed to complete daily manning.
  • Shifts are from 0700 to 0700 hours.

Responsible for maintaining the readiness and providing emergency support to preserve the lives and property of the Bellaire community in the event of a fire or medical emergency. Performs technical work providing fire suppression, rescue operations, and patient care at the scenes of emergency situations. Operates fire and medical equipment along with a variety of emergency apparatus and vehicles, assisting in the investigation of fires maintaining firefighting certifications, and attending training.

ESSENTIAL FUNCTIONS

  • Maintain readiness for emergency response calls
    1. Respond to fire and medical emergencies and other related emergency support calls
    2. Utilize radio, telephone and dispatch communications media
    3. Assess emergency situations upon arrival to determine appropriate response and mitigation activities
    4. Lay and connect hose, controls nozzles, and direct fog, chemical, or water streams
    5. Make forcible entry into buildings and ventilate burning buildings as necessary
    6. Raise and climb ladders and use portable fire extinguishers
    7. Evacuate persons from danger and perform salvage operations
    8. Provide fire suppression tactics, rescue, and other emergency related operations
    9. Determine and operate appropriate equipment to address specific fire, medical and other emergency situations and provide optimal safety
    10. Performs EMT emergency medical duties through life support care to the ill and injured by assessing the medical needs of patients and determining best immediate treatment
      1. Administers necessary emergency medical care requiring the use of suction units and immobilization equipment
        • Performs detailed physical exams
        • Performs specialized emergency medical care as instructed or approved by the Medical Director while assigned to a fire suppression or medical unit
        • Abides by all laws and regulations regarding storage and handling medications and generating reports
      2. Transports the ill and injured to the appropriate facility through operation of emergency vehicles
        • Driving apparatus to emergency scenes and assisting patients to emergency centers
      3. Completes medical reports, stocks medical supplies and documents all services provided
      4. Maintains firefighting and medical equipment and fire station property by performing preventative and disinfectant maintenance on equipment and machinery
        1. Ensures apparatus is operating properly and safely, determining if problematic or faulty parts exist, replacing faulty parts as assigned
        2. Assists with fire station cleaning activities and documenting maintenance actions when appropriate
        3. Performs administrative duties preparing and maintaining reports; assists in planning and implementing Fire Department objectives
          1. Assists in formulating guidelines, policies, procedures, and protocols; researches developments in firefighting methods and techniques and attends various meetings and activities
          2. Educates the community about fire safety by responding to citizen inquiries and questions on fire safety, presenting fire safety tips to local schools and businesses, demonstrating appropriate personal actions during fires or emergencies
            1. Illustrates proper fire extinguisher use and first aid procedures
            2. Assists with public tours of the fire station when necessary
            3. Maintains assigned medical and firefighting certifications by participating in continuing education related to EMT medical, firefighting, driving and computer skills and completing appropriate paperwork for training received
            4. Adheres to work schedule and attendance requirements
            5. Performs other duties as assigned within the scope and responsibilities of the position

            REQUIRED QUALIFICATIONS

            • Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test
            • Citizen of the United States
            • At least 19 years of age
            • Experience or training in personal computer use with Microsoft Office software
            LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS

            • Valid Texas Driver License
              1. Must obtain a Class B Driver License during first year of employment and maintain personal vehicle insurance
              2. Texas Commission on Fire Protection Basic Structural Firefighter (minimum) certification or Firefighter Basic Certificate or Certifiable in accordance with Texas Commission on Fire Protection (TCFP) through Texas Administrative Code 423.3
              3. Texas Department of State Health Services Certified Emergency Medical Technician (EMT) certification at time of hire.
              4. Appointment will be conditional upon successful completion of the following pre-employment checks:
                1. Physical readiness examination
                2. NFPA 1582 Medical Exam Drug Test
                3. Criminal background check including, but not limited to job history, education, criminal history, and driving record
                  • No conviction, guilty plea, court-ordered community service or probation, or deferred adjudication for a Class A misdemeanor or a felony.
                  • During last ten (10) years, has not been convicted, plead guilty, been on community service/probation or deferred adjudication for a Class B misdemeanor in this state, other state, or while serving in the military
                  • No convictions of family violence
