Definition

Definition: Under general supervision from the Social Services Manager for the Family Assistance Program in the Health & Human Services Department, oversees the Salt River Food Distribution Program (SRFDP). Supervises the program staff and volunteers to provide excellent food distribution service to customers and to ensure federal, state, local and Community policies for food distribution are being followed. Coordinates delivery of all food items from partnering agencies and coordinates with other Community programs to provide full and comprehensive "wrap-around" food program related services. This job class is treated as FLSA Non-Exempt.

Examples of Tasks

1. Mentoring & Workflow: Provides mentoring and workflow coordination to the SRFDP regular and volunteer staff including guiding the future direction of the program, services and determining how current and future programs can be best utilized for the benefit of the Community.
  • Evaluates and improves the effectiveness of the SRFDP service delivery.
  • Implements Best Business Practices for the program's support services. Develops and implements a support services framework and system that is tailored to accommodate the Community's food program needs.
  • Communicates program goals and objectives to the Community.
  • Works with the Social Services manager to continuously improve operational policies, practices, procedures and methodologies.
  • Mentors assigned direct reports so they attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.
  • Guides the program staff workflow to provide outstanding customer service and program continuity.


2. Food Distribution Program : Coordinates the overall SRFDP operations and administration including procuring, maintaining and delivery of food products to needy and qualified Community members, particularly those who are homebound and not able to travel to the food distribution site.
  • Maintains food safety guidelines in accordance with Environmental Health and partnering agency (St. Mary's and United Food Bank) guidelines.
  • Coordinates the food distributions and verifies the shipments of food boxes at the various Salt River food distribution sites. Tracks and documents all transactions.
  • Prepares food products for distribution and delivery. Reviews dates on boxes and disposes of spoiled food products.
  • Ensures that client eligibility criteria are followed and determines family appropriate quantities.
  • Evaluates participant applications for program eligibility.
  • Ensures distribution of emergency food boxes for Community members.
  • Supervises food deliveries of food from local agencies.
  • Creates usage sign in sheets for Lehi and Salt River Weekly Bread Distribution.
  • Submits requisitions for food, diapers and supplies necessary for daily operations.
  • Coordinates pick-up and delivery of leftover fresh food products with local reservation farmers or end users.
  • Partners with outside agencies to enhance service delivery (example: Round House Café regarding excess produce, the Boys and Girls Club for Store-To-Door delivery, use of the program kitchen in their Kids Café program. the DES Hunger Advisory Council.


3. Education : Stays informed and current regarding federal, state, local and Community laws, regulations, policies, practices and changes that affect the SRFDP.
  • Participates, when possible, in activities related to food and nutrition conducted by other departments within the SRPMIC.
  • Develops, enhances and presents the monthly nutrition education class program. Researches new opportunities for nutrition education classes. Completes lesson plans for nutrition education classes. Advertises nutrition education classes to maximize attendance.
  • Teaches nutrition education classes including carbohydrate counting, cancer prevention and debunking food myths.
  • Maintains a working knowledge of Food Program Requirements.

  • Partners with Salt River High School for Wellness Night.


4. Program Promotion : Promotes increased utilization of services through public relations campaigns and nutrition education programs.
  • Develops and implements an information distribution network geared toward existing and potential program participants.
  • Promotes the benefits of food program to potential applicants and existing clients.
  • Promotes and explains the food program, its requirements and hours via the Au-Authm Action News, e-mail, electronic signage, mail outs and flyers.
  • Ensures signs are posted notifying the hours for both the food program building and all of the food distribution sites.
  • Develops and implements nutrition education and outreach activities geared toward the needs of the program's clientele and potential applicants.
  • Compiles nutritional information regarding food products
  • Distributes existing material or develops and disperses nutritionally sound recipes and menus utilizing food products available for distribution.
  • Promotes food items to program participants through creative recipes and preparation techniques.


5. Operations & Administration : Initiates and maintains involvement with anti-hunger events and advocacy groups throughout the valley and state of Arizona.
  • Establishes policies, practices, procedures and eligibility criteria for food program.
  • Prepares and submits an annual budget and overall plan of operation to the Director of Family Assistance.
  • Maintains inventory controls and prepares weekly and monthly food orders based upon advance projections of need.
  • Organizes, maintains and accounts for food products that come through the food program.
  • Maintains the food program building by ensuring that tasks such as the following are done before and after shipments are received: shelves are restocked regularly; newer food products are rotated to the back of the shelves and freezers; freezers are cleaned on a monthly basis; the area is kept free of insects and rodents and the food program building and grounds are cleaned on a weekly basis.
  • Compiles monthly, quarterly and annual program reports to document program statistics and document deliverables.
  • Provides statistical change information for SRFDP usage by Community Members.
  • Compiles monthly, quarterly and annual usage reports for The Emergency Food Assistance Program (TEFAP) compliance for the Community and Federal/United Food Bank use.
  • Researches new grant opportunities that would benefit customers.
  • Monitors and maintains program eligibility for food stuffs and commodities.
  • Researches grant opportunities that benefit the program and Community.
  • Compiles monthly, quarterly and annual usage reports of weekly bread distribution for community/departmental use.
  • Compiles monthly, quarterly and annual reports detailing new, denied and recertified customers for department and Community information.
  • Compiles monthly, quarterly and annual reports necessary to comply with "First Things First" Grant.
  • Maintains an accurate master list of current and past participants, utilizing a database program.
  • Maintains a working knowledge of Federal, state, local and Community policies that affect the Food Program.


6. Miscellaneous : Performs other job related duties as assigned by the Social Services Manager or Social Services Division Director.

Knowledge, Skills, Abilities and Other Characteristics:
  • Knowledge of the culture, customs, traditions, history and government of the Salt River Pima- Maricopa Indian Community.
  • Knowledge of the general dietary nutritional needs and problems of Community Members.
  • Knowledge of the principles and practices of employee supervision including mentoring, training, counseling and performance evaluations.
  • Knowledge of federal, state, local and Community laws, ordinances and regulations that apply to public social services programs and the food service industry.
  • Knowledge of SRPMIC accounting and other records management procedures.
  • Knowledge of USDA Commodities guidelines, Food Program guidelines and nutritional guides and information.


  • Skill establishing and maintaining effective working relationships with SRPMIC staff, Community Departments and outside entities.
  • Skill identifying and resolving operational, procedural and personnel problems.
  • Skill with preparation of narrative documents.
  • Skill organizing and tracking data.


  • Ability to communicate effectively both verbally and in writing.
  • Ability to understand and interpret laws, regulations, concepts, rules and guidelines.
  • Ability to maintain accurate and timely program records according to prescribed standards.
  • Ability to utilize the personal computer and related software including MS Office to fulfill job requirements.
  • Ability to drive various SRPMIC vehicles and operate machinery such as a forklift, floor-pallet dolly and utility cart if necessary.
  • Ability to lift and carry 50 lbs.


Minimum Qualifications

  • Education & Experience: An Associate's degree from an accredited college in Business or a closely related food service field that includes 1 year of education in nutrition, dietary or commercial food preparation AND 2 years full time food program experience, preferably in a social work setting or closely related field is required.
  • A Bachelor's degree from an accredited college or university Business or a closely related food service field that includes 1 year of education in nutrition, dietary or commercial food preparation and 1 year of full time food program experience, preferably in a social work setting or closely related field is highly preferred.
  • Certified Dietary Manager and Certified Food Protection Professional (ServSafe) credentials preferred.
  • Must obtain Food Handler's Card within 6 months of hire.


  • Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.


  • Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

  • May be required to work beyond normal work hours including nights, weekends and holidays.
  • May be required to travel.
  • May be required to provide own transportation.
  • Must possess and maintain a valid Arizona Driver's License
