JOB SUMMARY

Develop and maintain large, complex, multi-layered digital spatial data sets for the County Geographic Information Systems (GIS), maintain GIS data servers and provide technical expertise in developing specialized application solutions, and assist the Information Technology (IT) Department in providing support and training to users under general supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Develop and maintain the GIS program database, maintain and organize cadastral and digital spatial GIS data sets utilizing coordinate geometry and land survey mapping techniques, and analyze and update component layers and structure of GIS data.
  • Maintain GIS servers to manipulate, integrate, and compile data and manage database functions to maintain efficiency.
  • Assist with the continuous development, operation, and maintenance of the GIS, including components of the system database, system hardware and software, and system design.
  • Design and implement GIS changes, improvements, and upgrades and document GIS data creation, management, and QA procedures.
  • Maintain the master reference grid that contains geodetic control points used for registering geographic data, locations and addresses, coordinate and resolve technical issues, and evaluate and correct new data sets.
  • Compile geographic data from a variety of sources, scan, rectify, and digitize data, edit and refine GIS data, update database, and perform quality control checks to assure data integrity.
  • Manage GIS projects and enhancements, serve as a subject matter specialist on GIS, and provide technical support, training, and assistance to County staff.
  • Produce special purpose maps and models for County departments, determine and execute the appropriate sequence of data processing tasks, use established GIS software programs, commands, programming languages, and compilation methods to generate, process, manipulate, and manage spatial data to create models and maps.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelors degree in GIS, Computer Science, Geography, Engineering, or related field.
  • Five (5) years of experience developing and maintaining a spatial database in an ESRI GIS program application.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

Preferred Qualifications:

  • Valid Arizona State Drivers License.
Supplemental Information

Knowledge, Skills and Abilities:

  • Knowledge of principles and practices of GIS and CAD, including data compilation and conversion, database management systems, graphics applications and overlays, spatial models for computer analysis, and security guidelines and procedures.
  • Knowledge of principles and capabilities of computer systems, including networked environments and database management systems.
  • Knowledge of database systems integration, quality assurance procedures, and documentation of data sets.
  • Skill in developing, manipulating, and analyzing geographic information in a variety of data formats and projections.
  • Skill in understanding, evaluating, and integrating data from multiple public and private sources.
  • Skill in interpreting technical instructions, analyzing complex variables, and presenting technical and statistical information in reports.

PHYSICAL DEMANDS:

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, grasp, handle, reach, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

WORK ENVIRONMENT:

Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
