ESSENTIAL DUTIES AND RESPONSIBILITIES

May perform other duties as requested or assigned.

The Human Capital Management (HCM) Administrator is the in-house expert for CU of COs HCM Systems. The role collects and analyzes data to improve and inform People strategies and processes and lead the team in automating and configuring core People processes. The role assists with ensuring data integrity, testing system changes, and analyzing data flow for process improvement opportunities. Plays an important role in defining the Technology Roadmap for People Systems and how the HCM systems can be optimized to provide an exceptional employee experience and streamlined, efficient People processes. Position oversees and provides leadership to compensation, benefits, rewards and payroll administration; compliance reporting, workers compensation, OSHA, leave management, and vendor relations for related partners.

Benefit and Leave Management Administration

  • Works with benefits broker and carriers to design, deliver and communicate benefit programs in support of the employee value proposition. Oversees annual open enrollment.
  • Acts as administrator for retirement programs including administering CU retirement plans, including plan documents, compliance, annual testing and audit documentation; serves as primary contact for plans service provider and investment advisor.
  • Oversees workers compensation insurance plans and OSHA reporting.
  • Oversees leave of absence policies and compliance with FMLA and other leave programs

Compensation, Rewards and Payroll Administration

  • Strategizes and implements all CU compensation programs, including pay philosophy, policy maintenance, system set-up, and regular updates. Works as key point of contact with outside consultants.
  • Works with People Operations in the management of compensation related matters
  • Oversees the administration of payroll ensuring completion of accurate processing, audit and timely filing of all related reports.
  • Supervises and approves preparation and distribution of all year-end forms and filings.
  • Coordinates month-end closing process for all payrolls maintaining an orderly, accurate, and secure filing system for record retention.
  • Ensures administration of CU rewards programs and platform configuration and maintenance.

HCM Management and Administration

  • Serves as the technical point of contact for HCM systems.
  • Helps to define and drive the overall HCM roadmap.
  • Supports the configuration, integration, and maintenance of all People systems including SumTotal, UKG and other HR systems and workflows.
  • Facilitates change management process including software and applications upgrades to meet changing business and technology needs.
  • Manages permissions, access, personalization, and similar system operations and settings for CU users.
  • Collaborates with end-users to identify areas of improvement; translates business needs, implements functional solutions for existing processes and manages projects.
  • Mentors and coaches the People Team and end-users to develop individual expertise and drive process and configuration excellence; translates technical concepts for non-technical end-users. Assist with technical questions regarding troubleshooting, current configuration, and system functionality.
  • Acts as lead for ongoing testing and configuration, security administration, report writing, ongoing system optimization and coordination of cross-functional dependencies with the People Team.
  • Ensures data integrity by performing audits in coordination with the People Team.
  • Coordinates with the Information Technology team; provides support and project management for third-party integrations, such as background check vendors, job posting sites, etc.
  • Creates documentation of all current and new HCM workflows for efficiency and compliance.
  • Creates, maintains, and administers complex ad hoc reports; trains and assists end-users. Ensures governmental compliance reporting for EEO, AAP, Benefits administration.
  • Participate as a project team member in system and data-related projects for the People Team and across the organization.
  • Remains current on HCM industry trends and technology, as well as continually strives to improve data intelligence and reporting skills.
  • Ensures system compliance with data security and privacy requirements.
  • Leads documentation, implementation and modifications of HCM processes and reports.
  • Oversees paperless onboarding and employee record management (I-9, e-Verify, electronic personnel files)
  • Creates reports and partners with Data & Analytics team to track CU Key Performance Metrics and management dashboards.
  • Hires, supervises and provides performance management and career development for direct reports.
  • Keeps current with federal, state and local employment laws and regulations; recommends and implements policies and procedures accordingly.

EDUCATION AND EXPERIENCE

  • Graduate Degree.
  • 7+ years of experience in a combination of human resources management fields, such as HCM/database management, Benefits, Compensation, Retirement plans, payroll, Workers Compensation, FMLA, Compliance
  • 3+ years of management related experience required.
  • Bachelors degree or equivalent combination of education and experience. Professional certification preferred
  • Proven collaboration skills with employees and vendors partners
  • Advanced level knowledge of HCM platforms
  • Thorough knowledge of federal, state, and local employment laws
  • Exceptional leadership and people management skills
  • Exceptional communication skills, both written and verbal and data visualization
  • Advanced knowledge of Microsoft Office products, including MS Word, Excel, PowerPoint.
  • Strong project management skills
  • Thrives in a fast-past environment
  • Knowledge of business and accounting procedures and methods, including automated accounting systems and spreadsheet software.
  • Knowledge of payroll rules, regulations, processing procedures, record keeping, and control systems.
  • Highly technical and analytical
  • Ability to remain strict confidentiality and handle sensitive information
