Overall Job Objective

What Success Looks Like In This Job

Under executive direction, plans, organizes and directs the overall administrative and programmatic activities of the agency for several health and human services programs and services. This individual reports directly to the Executive Director of Human Services and assists in the overall management of the performance, operations, and strategic outcomes which includes Operations, Quality Assurance, Program Compliance, and connecting to county operations which includes Budget, Finance, Audit, and Communications.

Examples of Duties for Success

  • Represents and advocates for the department's positions on policy issues in a variety of forums including the Board of County Commissioners, State Agencies, county meetings, and with service providers.
  • Works with community agencies (partners) to further the goals and objectives of the Board of County Commissioners, County Management, and the Department.
  • Acts as the director of the department during times in which the director is absent.
  • Directs, coordinates, and monitors departmental strategic planning efforts., such as the Department's Strategic Plan.
  • Monitors, reviews, and negotiates selected department contracts.
  • Works with Division Directors on positions regarding proposed legislative and state rule. Reviews legislation and provides interpretation, prepares briefing materials, interfaces with departmental lobbyist and County Legislative Committee, and advocates with the Commissioners for their support or opposition on bills.
  • Conducts and oversees the preparation of special reports or research projects to improve the operations of the department.
  • Initiates and develops department policies to be considered by the Director and management team. The position is expected to provide leadership in a variety of ways, such as leading meetings, providing direction, and voicing opinions or positions.
  • Reviews department personnel reports and participates in selected personnel panels. Meets with staff and provides guidance on expectations, career development, and advice on enhancing work performance.
  • Meets with department managers and supervisors to discuss work, work issues, and work related matters on an ad hoc basis.
  • Consults with the Director and other senior managers on a variety of management issues and solutions.
  • Monitors the on-going budget status of the department and its programs.
  • Performs other related duties and responsibilities as required.
KNOWLEDGE, SKILLS and ABILITIES
  • Ability to provide leadership to personnel and direct meetings and discussions.
  • Skill to operate computer programs such as Outlook, PowerPoint, and Excel.
  • Ability to analyze reports, both written and statistical.
  • Knowledge of child welfare, public assistance, and other social service programs including statutes and requirements.
  • Ability to network among other agency directors, the public, clients, and elected officials .
  • Ability to maintain composure and decision making abilities in high stress situations.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Qualifications for Success

  • Experience: 5-7 years of related field experience with increased complexity and expertise required
  • Supervisory experience: 3-5 years experience leading and managing teams required
  • Education and Training: A Bachelor's Degree from an accredited college required. Masters in Social Work or closely related field preferred.
