Job Description

Definition

Under general supervision from the Senior Accountant, analyzes, tracks and reports financial information and performs a variety of accounting transactions within Health and Human Services Department's functional areas such as purchasing, payroll, grants, accounts payable or general ledger. Prepares, verifies, analyzes and/or interprets financial statements and reports. Enters, edits and posts general ledger entries. Applies and exercises generally accepted accounting principles for governmental accounting that meets the objectives of the Community. May prepare or assist in budget preparation. This job class is treated as FLSA Non-Exempt.

Essential Functions:

Examples of Tasks

1. Examines and verifies such fiscal transactions as billing, invoices and payments by compiling and spot checking figures by thorough examination in comparison with validated records.

2. Verifies forms, lists, columns or aggregations of figures, noting discrepancies and rechecking own work for errors.

3. Verifies, updates and maintains ledger accounts for all transactions, including vouchers, transfers, requisitions and budget revisions on an ongoing basis.

4. Makes journal entries to and revises commercial and departmental accounts such as, budget revisions, transfers of funds, carry-over and encumbrances. Posts or records current fiscal, budgetary or billing data in order to update existing records.

5. Verifies, updates and maintains account receivable schedule. This requires controlling the sending out of billings, receiving money in payment, subtracting payment for original billings and determining balance to be collected.

6. Gathers and prepares data and documents for a variety of financial reports such as, cash flow report and balance sheet, which requires the application of accounting principles and practices as well as independent judgement.

7. Maintains accounts payable to schedule by comparing original billing and payments made to date to assure that proper credit is made to the accounting system.

8. Posts and records current fiscal, budgetary or billing data in order to update existing records or accounting systems.

9. Becomes knowledgeable in other areas of the Finance Department, such as, accounts receivable, collections and financial statement preparation.

10. Performs other job-related duties as assigned to maintain and enhance departmental operation.

Knowledge, Skills, Abilities, and Other Characteristics:

· Knowledge of the culture, customs, traditions, history and government of the Salt River Pima- Maricopa Indian Community.

· Knowledge of generally accepted accounting practices for governments (fund accounting).

· Knowledge of accounting principles, practices and their application in a computerized system.

· Knowledge of how to maintain complex financial records, prepare reports and financial statements from incoming bills and departmental records.

· Knowledge of basic customer service principles and techniques.

· Skill in establishing and maintaining effective working relationships with State and Federal representatives, regulatory agencies, Tribal Officials, Community members, SRPMIC department directors and co-workers, and the public.

· Skill in communicating orally with other employees and the general public, which includes responding tactfully and courteously to customer inquiries and complaints.

· Skill in analysis and interpretation of financial data as well as reviewing and evaluating a variety of financial and budgetary records.

· Skill in maintaining accounting records through an automated accounting system and in preparing a variety of computerized budgetary records and financial reports.

· Skill in utilizing the AS400 as well as the personal computer and related software, such as, but not limited to Excel, Word, and ACCESS to fulfill job requirements.

· Skill in researching information from a variety of sources and making recommendations for action.

· Ability to communicate effectively orally and produce written documents with clearly organized thoughts.

· Ability to detect and avoid errors as well as prepare and maintain accurate and timely records of financial transactions.

· Ability to utilize the personal computer and related software, such as, but not limited to Excel, Word, and ACCESS, to fulfill job requirements.

· Ability to operate a variety of standard office equipment including adding machines, calculators, typewriters, photocopiers, and FAX machines.

· Ability to adapt to changing work situations, assist others, and meet schedules in a calm, efficient and effective manner while dealing with interruptions and pressure.

· Ability to comprehend and follow complex written and oral instructions and procedures.

Minimum Qualifications

  • Education: Graduation from High School or a GED equivalent AND (5) five years of professional level accounting experience OR an Associate's degree from an accredited college in Accounting, Business Administration or closely related field AND experience equivalent to (1) one year of full-time bookkeeping or accounting work.


  • Preferred: Associate's degree and minimum of (1) one year of full-time professional level accounting work preferred. Intermediate or higher level in Excel preferred.


  • Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.


Special Requirements
  • May be required to work hours beyond the normal work hours including nights, weekends and holidays
