Maintenance Program Inspector
Job Description
What Success Looks Like In This Job
We are seeking a skilled candidate to perform a variety of technical maintenance and repair support duties of assigned County Department, Division or program; and to provide support to assigned supervisory staff. Generally, work will be performed in the Public Rights of Way (ROW), for the purpose of maintaining and repairing County owned or maintained infrastructure.
This is an advanced support class in the Maintenance Worker series. This class differentiates from the Maintenance Crew Leader by the type and performance of the skilled tasks and duties and by the level of supervision required in the performance of assigned duties. This position has no immediate supervisory responsibility however, has qualitative authority as imposed and directed by the Operations Manager. Since this class is used as an advanced level class, employees must have directly related work experience and progressive responsibility in performing right of way (ROW) maintenance.
Examples of Duties for Success
- Assist with the development and implementation of specifications, performance guides and standards for divisional staff.
- Inspects and evaluates public infrastructure for maintenance and repair; documents and quantifies needs for work plans.
- Responds to citizen inquiries, request and complaints for validation and extent. Communicates results to Foreman.
- Evaluates incoming and outgoing materials to confirming specifications and guidelines; conducting visual and measurement tests; rejecting and returning unacceptable materials.
- Inspects in-process production to confirming specifications and guidelines; conducting visual and measurement tests; communicating required adjustments to Crew Leaders and Foremen.
- Evaluates finished work, outcomes and products to confirming specifications and guidelines; conducting visual and measurement tests; communicating work and products for re-work to Foremen.
- Documents inspection and evaluation results by completing reports and logs; summarizing re-work and waste; inputting data into database.
- Maintains safe and healthy work environment by following standards and procedures; complying with legal regulations.
- Updates job knowledge by participating in educational opportunities; reading technical publications.
- Accomplishes quality and organization mission by completing related tasks as needed.
- May be required to operate and perform daily pre-check and post-check inspection of equipment to ensure safe operation.
- On-call for emergency/disaster situations including winter snow operations.
- Proficiently plow and remove snow and ice from streets, curbs, gutters, and parking areas utilizing specialized equipment; remove foreign materials from roadways, ditches, culverts and creek beds.
- Ensure that all work is performed according to applicable safety regulations, rules, policies, plans and specifications; ensure public safety as it pertains to the construction and rehabilitation of County properties; erect and maintain temporary traffic controls, barricades and warning signs properly at assigned job sites as needed.
- Participate in the activities and services of other County Departments and Divisions.
- Assist and provide training to the workforce relating to maintenance and repair, equipment operation and CDL preparatory testing.
- Support innovation and operations research and ability to manufacture methods and procedures.
- Provide accurate record keeping and reporting concerning time and materials.
- Ability to read, write and use basic math and geometry associated with work activities.
- Computer skills: Demonstrated ability to use MS Office and JD Edwards (Time Entry). Demonstrated ability with GIS-based asset and work management systems. Demonstrated use County supported computer software programs.
- Ability to work in extreme weather conditions, confining work spaces, around electrical hazards, noise, vibrations, chemicals, dust, mechanical hazards, and flammable materials. Perform a variety of manual tasks for extended periods of time and in all weather conditions. Perform heavy manual labor.
- Ability to lift objects up to 50 lbs regularly and 100 lbs occasionally.
- Read and interpret maps, sketches, drawings, specifications and technical manuals.
- Demonstrated ability to communicate clearly and concisely, both orally and in writing.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
- Maintain mental capacity that allows for effective interaction and communication with others.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
- Ability to provide leadership to Maintenance Worker I and II positions as directed by Maintenance Crew Leaders.
- Ability to provide field training and coaching to Maintenance Worker positions.
- Ability to conduct work assignments with limited supervision while adhering to procedural requirements that results in a high level of service (LOS).
- Support management in a positive manner that fosters continuation of Division and County directives.
- Ability to work mandatory overtime as required. Be available for on-call after hours as assigned and when required including weekends and holidays.
Knowledge, Skills and Abilities:
- Experience and innovative in methods and techniques of construction, maintenance and repair.
- High level understanding for maintenance and repair and the evaluation of infrastructure condition assessment that assist with the needs and strategies for maintenance and repair.
- Ability to analyze Information, reporting research results, documentation.

Minimum Requirements:
* Experience: Five (5) years experience of increasing responsibility in civil construction work and maintenance in the Public sector.
* Education and Training: High school diploma or GED equivalent required.
* Preferred - License or Certificate: Employee must have a valid Class B Commercial Driver License (CDL) with air brake, tanker and Hazmat endorsements and provide a current copy (30 day) MVR at the time of interview.
* Adams County is required by the Federal Motor Carrier Safety Regulations to conduct pre-employment and ongoing random drug screens, background checks and motor vehicle record checks. Successful candidates must pass all of the above, including a DOT physical and a criminal background check.
* DOT Recognized Flagger Certification
* Traffic Control Technician (TCT) certification within 24 months of employment
* Public Works Inspector certification within 24 months of employment
* Will be required to complete the LTAP Road Scholar II program within 24 months of employment
* Background Check: Must pass a criminal (CBI) background check.
* Other: Must be available to be on call 24/7, including holidays and in emergencies. Internal applicants must have an accident free record (Occupational and MVR) history with the County for a minimum of twelve months at the time application.
Preferred Requirements:
Experience: Five plus (5+) years experience of civil construction work, in the Public Sector that includes snow removal experience. To include heavy equipment operation certifications and work zone safety set up certifications.
