STARTING SALARY: $85,000 - $95,000/year

POSITION SUMMARY:

The Manager of Evaluation & Research (E&R) leads the six person E&R team within MHCDs Information Systems (IS) department. The manager is charged with the organizations own program evaluation and applied research to evaluate programs and broader initiatives, demonstrate value to stakeholders, inform quality improvement, and advance equity. Stakeholders include our clinical and operational programs, the people we serve, our community, and funders, including foundations, other grant funders and organizations with which we have service contracts, including the city, state, and other organizations. The manager shall collaborate with other IS management (data sciences, enterprise applications, IT infrastructure, and the innovation technology lab) to advance the goals of the IS department and cultivate the talent within the E&R team.

ESSENTIAL JOB FUNCTIONS:

  • Develop structure around procedures and high-level organizational tracking of research and evaluation projects across the organization. Promote understanding of and appreciation for the work of the E&R Team across the organization.
  • Dedication to continuous practice and growth around equitable evaluation. Promoting the values and furthering the practices of equitable evaluation among the E&R Team, as well as in collaborative work within MHCD and with partner agencies.
  • Bring cohesion and guidance to the E&R Team, promoting and supporting collaboration and well-being among staff. Cultivate talent within the team.
  • Regular meetings with E&R staff, with Data Sciences and Quality Systems staff. Monthly individual supervision of E&R staff at minimum for professional growth.
  • Tracks grant allocation and evaluation reporting commitments for the E&R team. Milestones and deliverables shall be tracked in the Information Systems project management system so the CIO has visibility on project status. Works with project directors for grants to ensure commitments are met.
  • Evaluation oversight for several grants, including SAMHSA grants, ensuring grant reporting requirements are met and procedures followed by the team.
  • Maintain the integrity and security of our evaluation and research records, meeting compliance requirements for privacy, retention, and appropriate disposal of records.
  • Ensures the quality, accuracy, and utility of E&R work at the organization, including grant funded programs, organization-wide initiatives, our Innovation Technology Lab projects, and other innovative programs such as the Support Team Assisted Response (STAR) program.
  • Advise the CIO and implement technology choices to aid in evaluation - current evaluation technology stack includes Qualtrics, NVivo, SQL Server, Tableau, R, and Rally.

EDUCATION: Minimum of Master degree in public health, health services research, applied statistics, or similar social science education.

EXPERIENCE: Minimum five years experience providing meaningful program evaluation, analysis, reporting, and work with complex datasets, including at least two years designing evaluations. A Doctoral degree may substitute for two years of experience. Experience within a healthcare environment highly valued. Experience on multi-year federal grants, especially SAMHSA grants, a plus.

SUPERVISORY RESPONSIBILITIES: Supervises three program evaluators and two analysts.

MACHINES AND EQUIPMENT TO BE USED: Computers/laptops/tablets, calculators, printer/scanner/fax/copier machines, telephone and a variety of other office/clerical equipment.

TYPICAL MENTAL DEMANDS: Ability to give, receive, and analyze and prioritize information, formulate work plans and strategic goals, prepare written materials and articulate these goals and action plans. Must understand people from all walks of life and be able to communicate effectively with them.

WORKING CONDITIONS: May require occasional evening or weekend hours.
