Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

• Works closely with the Director and Deputy Director of Public Health to assess public health needs, trends and plan of action.
• Facilitates referrals and serves as a medical liaison between the Pinal County Public Health Programs and the medical community.
• Assists with clinical expansion and public health programs.
• Participates in staff meetings, as needed.
• Lead, manages, provide clinical expertise to mobilize staff in implementing programs.
• Advances core public health service priorities.
• Participates in collaborative efforts with medical experts and other community partners advancing the health of individuals, families and communities.
• Identifies innovative and promising practices.
• Maintain the integrity, professionalism, values, and goals of Pinal County by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
• Maintains HIPPA compliance and absolute confidentiality of work-related issues, customer records and restricted County information.
• To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.

POSITION SPECIFIC DUTIES:

Public Health Services:

• Participates in clinic chart reviews as outlined by the Manager of Clinical Services.
• Oversees the immunization protocols including standing orders of administration of vaccinations at county clinics.
• Assists with clinical expansion and public health programs.

Medical Forensic Services:

• Reviews Medical Forensic charts within 48 hours.
• Oversees the clinical protocols including standing orders for Medical Forensic services including lab specimen collections and administration of prophylactic medications.
• Assists with expansion of medical forensic services.
• Works closely with the Director and Deputy Director of Public Health to assess public health needs, trends and plan of action.
• Participates in quality assurance/quality improvement processes in collaboration with the Director and Deputy Director of Public Health.
• Along with the Director and Deputy Director of Public Health, plans, directs, prioritizes, and coordinates the activities of the medical forensic nurse program.
• Acts as a resource for the forensic nurse team members and public health team members as needed.

Chief Epidemiologist:

• Design and direct communicable disease surveillance and epidemiology activities needed to detect and control the occurrence and transmission of communicable diseases and conditions.
• Monitor health status to identify trends, outbreaks of diseases or other adverse health events.
• Participate in specialist investigations relating to infectious diseases prevention, interprets results and adapts to epidemiology programs and related programs.
• Provide consultation to health care professional, hospitals, community organizations and others in the county on disease transmission, prevention, and prophylaxis for diseases of public health importance.
• Establishes and provides direction to local programs of case findings and follow-up work for specific disease, injury or conditions related to public health.
• Prepare technical report and grant funded reports for distribution and publication.
• Produce descriptive epidemiological data related to populations and diseases in the county.
• Conduct epidemiologic investigations and perform statistical analysis to identify outbreaks to determine source of exposure and disability patterns.
• Analyze trends and map disease patterns for immediate responses as well as short term and long term planning.
• Educate the public concerning disease prevention and reduction of transmission of infectious disease.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

• Graduate of an approved school of medicine or nursing program.
• Possession of a current license to practice medicine or Family Nurse Practitioner in the State of Arizona. (Please note: Population served and supported is all ages, so must have a license and education to provide healthcare to all ages).
• Valid Drivers License

Preferred Qualifications:

• Experience with contract medical director services.
• Experience in overseeing community programs.
• Experience with managing education and professional practices.
• Experience in leading teams.

PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to crawl, crouch, finger, reach, perform repetitive motion, kneel, hear, speak, stoop, walk, and demonstrate mental and visual acuity.

WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs. Most of this work is tele-remote.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.

This position is an exempt position under the Fair Labor Standards Act and is not a covered position under the Pinal County Merit System Rules. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship is "at-will" and employment may be terminated at any time, for any reason, with or without cause.
