DEPARTMENT: Medical Services

SCOPE OF RESPONSIBILITY

Assists the Chief Medical Officer in the guidance and direction of management in the development and implementation of the policies, goals and objectives related to the organization's medical services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned. Management retains the discretion to add to or change the duties of the position at any time.

  • Provides medical guidance and direction for organization as it relates to: selection and care of donors; collection and processing of blood; preparation of blood components; storage/inspection/criteria for consignment and control of blood; donor acceptability; disease notification, and employee/donor health and injuries.
  • Provides oversight for The Blood Centers transfusion service activities, including development of client materials, training and appropriate performance improvement activities.
  • Provides oversight for the Medical Apheresis program, including new program development, SOPs, incident management and staff competency .
  • Serves as liaison with medical staff to assure appropriate utilization of transfusion service resources. Initiates new product development or to meet client needs.
  • Acts as clinical consultant in reference to transfusion and apheresis problems, and clinical issues with the Consultation & Reference Laboratory and their clinical clients.
  • Acts as supervisor of residents and fellows in rotation at The Blood Center. Represents GCRBC on local residency and fellowship committees of affiliated institutions.
  • Serves as an ex-officio member of the Medical Advisory Committee.
  • Coordinates with the Chief Medical Officer to maintain an "on call" status and availability to field questions regarding regulatory issues, including donor requirements, donor incidents, product acceptability, and transfusion/apheresis service consultation.
  • Fulfills the role of CLIA Laboratory Director, including test and instrument selection, validation, staff competency, and proficiency.
  • Evaluates potential cell therapy clients and service needs. Reviews contracts, IRB activities, and statements of work. Develops IRB submissions and assures compliance with research protocols.
  • Represents GCRBC on regional, state, or national committees and responds to media inquiries.
  • Serves, as necessary, as designee of the Chief Medical Officer to ensure compliance with Bureau of Biologics, FDA and CMS regulations, Standards of the AABB and FACT [Foundation for the Accreditation of Cellular Therapy] and The Blood Center's Standard Operating Procedures Manual and other applicable standards and regulations and to approve technical services not covered by these standards and regulations. Prepares for, and responds to inspection/assessment activities.
  • Serves, as necessary, as designee of the Chief Medical Officer to evaluate donors and perform other functions as necessary for the Gulf Coast Donor Center, and Apheresis Center of the National Marrow Donor Program.
  • Fosters cross-collaboration and teamwork amongst the Senior Leadership group; participates on Project management teams that impact Medical Services operations

Attendance

Must maintain regular and acceptable attendance at such level as is determined in The Blood Centers sole discretion.

Regular Hours

Full time: must be regularly available to work at least 8 hours per day, 40 hours per week, or such other days or hours per week as The Blood Center determines are necessary to meet business needs.

Overtime (applicable only to non-exempt positions)

Must be available and willing to work such overtime per day or per week as The Blood Center determines is necessary or desirable to meet business needs.

Weekend and Holidays

Must be available and willing to work such weekends and holidays as The Blood Center determines are necessary or desirable to meet its business needs.

Off Site Work

Must occasionally be able to work at off-site locations and transport self to same.

Will act as necessary as designee of the Chief Medical Officer to perform supervisory functions of that job including carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include: interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE

Doctor of Medicine or Doctor of Osteopathy degree from an accredited university with five years of combined education and experience in blood banking/transfusion medicine or related fields. Board certified or board-eligible in Pathology, Hematology, or another applicable area of medicine. Specialty training and/or certification in Blood Banking, Hematology, or a similar related area is highly desirable.

CERTIFICATES, LICENSES, REGISTRATIONS

Current and valid Medical License for State of Texas, or eligibility to acquire one in a reasonable period of time.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to clearly present information through the spoken word; influence or persuade others through oral presentation in positive or negative circumstances and to listen well; write clearly and effectively present ideas to document activities and to read and interpret a variety of written information. Will be expected to lecture and write appropriately for scientific and lay audiences.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.
