DISTINGUISHING FEATURES OF THE CLASS:
The Occupational Safety & Health Manager is responsible for planning, organizing and managing the functions
of the Risk Management, Workers Compensation and Occupational Safety and Health program for the Gila River
Indian Community. The purpose of this position is to design and implement programs to control, eliminate, and
prevent disease, injury, property damage and vehicular accidents. The incumbent designs and directs the program
to reduce; accidents, occupational injuries and illnesses, workers7 compensation, and property and casualty
insurance costs, through safety training, workplace assessments, and job safety analysis. The incumbent also is
responsible for monitoring and oversight of the Drug and Alcohol policy as it relates to drug screening, post-
accident, just cause and random testing as well as the Unemployment Claims.

ESSENTIAL FUNCTIONS:
Responsible for recognizing, evaluating, and controlling industrial hygiene hazards, investigating work
environments, compliance and enforcement of tribal and federal occupational safety and health standards,
regulations, laws, mles, codes and ordinances. Respond to inquiries regarding occupational health, industrial
hygiene, environmental issues, public and private safety; provide interpretation of requirements set forth in
Occupational Safety and Health standards, rules and/or regulations. Provide technical advice and assistance
regarding health and safety of personnel and protective measures; conduct studies and prepare reports of
effectiveness of safety programs and specific projects; develop policy and operating procedures for the
program, subject to guidelines and regulations.Supervises, trains and provides leadership to staff which includes: establish performance measures, goals,
objectives, and priorities; provide feedback, direction, and guidance. Prioritize and assign tasks and projects
to staff; track and review work progress.Develops, implements and manages the risk management program; create guidelines for property and casualty
claims, insurance carriers and other service providers; maintain policies and procedures; prepare and present
reports and statistical data relating to risk management operations and program performance.Develops, implements and manages the Workers Compensation Program which includes: processing of
claims and legal documents, participate in settlement negotiations, recommend loss control strategies, ensure
conformance to applicable laws and regulations; develop, recommend, and implement policies, procedures,goals and objectives. Ensure the management of employee injury cases; investigate or oversee the
investigation of claims, interface with physicians, attorneys, and others as appropriate and manage and
monitor broker and vendor payment.Develops, implements and manages the unemployment claims for the Community, ensures submission of
separation paperwork is completed in a timely manner and preparation of unemployment hearings are
completed on behalf of the Community.Develops, implements and manages the drug screening for; testing for Cause and Post-Accident testing.
Perform other related duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:Knowledge of laws and regulations pertaining to occupational safety and health standards, Workers
Compensation Insurance, and Property and Casualty Insurance.Knowledge of medical and technical terminology used in industrial injury cases.Knowledge of principles and practices of risk management activities such as risk identification/reduction, loss
control, asset protection, and workers compensation programs.Knowledge of occupational safety hazards; e. g., unsafe trenching practice, underground storage tank
construction, hazardous materials, electrical and unguarded equipment hazards.Knowledge of industrial hygiene principles, practices, and hazards which include their related toxicological
effects and implications, and means of abatement.Knowledge of methods, procedures and techniques used in testing and sampling materials, soil, air, water,
gases and dusts or powders.Knowledge of standard industrial and construction building and manufacturing processes and work practices.
Skill in analyzing and evaluating a wide variety of inspection and investigation data, to include test results,
reports and plans, and to draw logical conclusions and implement effective actions.Skill in the use and operation of a variety of safety, monitoring, and testing equipment and interpretation of
results.Ability to interpret, apply, and explain federal and local laws, codes, regulations, and ensure compliance.
Ability to effectively plan, supervise and coordinate work of others.Ability to communicate effectively verbally and in writing.Ability to maintain accurate records and prepare reports.Ability to maintain effective working relationships with other employees, Community Officials and the
general public.Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.REQUIRED EDUCATION AND EXPERIENCE:Bachelors degree from an accredited college or university in Risk Management, Business Administration,
Public Administration, Management Analysis, or a closely related field and five (5) years experience in risk
management, workers compensation, insurance claims, loss control, and/or occupational safety & health and
which includes two (2) years supervisory/management experience; ORAssociates degree from an accredited college or university in Risk Management, Business Administration,
Public Administration, Management Analysis or a closely related field and seven (7) years experience in risk
management, workers compensation, insurance claims, loss control, and/or occupational safety & health and
which includes three (3) years supervisory/management experience; ORNine (9) years experience in risk management, workers compensation, insurance claims, loss control, and/or
occupational safety & health and which includes four (4) years supervisory/management experienceADDITIONAL RE! QUIREMENTS:
Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) preferred.Certification from the State of Arizona as a Risk Consultant preferred.Required to pass a background check.Required to obtain a Tribal Operators permit. Valid state drivers license with a current proof of driving
record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record
must be submitted with application and must not be more than 60 days old from the date of submission
