Compensation: $51,000.00 (MAX)

The organization began with a group of student and community activists in 1967 and was incorporated and received non-profit status in 1969. CPLC is committed to empowering individuals through health & human services, housing, education, and economic development.

Job Purpose

The One-Stop Center Operator plans, coordinates, and organizes programs and services delivery of the Community Services and Career Centers. The One-Stop Operator establishes operating procedures, protocols, controls of functional activities and services delivery among One-Stop Center Consortium Partners. Also serves as liaison and governance among One-Stop System members, i.e., various public, private, and non-profit agencies both co-located on-site and external linkages as well. Additionally, the One-Stop Operator performs staff support services for the Mohave/La Paz Local Workforce Development Area. Also, a key task assignment of the One-Stop Operator is to prepare necessary reports of employment and training activity statistics in support of Mohave/La Paz Workforce Development Area. Tasks performed and decisions made by the incumbent may affect the overall operations of the Mohave/La Paz Workforce Development Area. It is imperative that incumbent exercises good judgment and due diligence with care when performing duties and communicating on behalf of Workforce Connections.

Essential Job Functions

• Works with a variety of public and private organizations and makes presentations as required.

• Conducts technical, operational, and analytical studies related to One-Stop System employment and training activities.

• Serves as central information source regarding functions, policies, procedures, and services of Mohave/La Paz management activities.

• Works with public and private agencies to assess critical employment and training issues or business needs to insure effective outreach services. Develops and coordinates operational policies and procedures; that reflect the services and delivery system through the Community Services and Career Centers.

• Establishes partnerships and oversees the coordination of training programs and services orientations.

• Oversees the preparation of operating schedules and coordinates day-to-day activities and governance of the Community Services and Career Centers.

• Uses current computer applications and software to maintain and prepare operating budgets and necessary employment and training reports.

• Coordinates customer traffic flow for services in the Community Services and Career Centers.

• Processes customer complaints and resolves issues impacting the Community Services and Career Centers' functional operation.

• Develops shared partner resources allocation plan for effective employer and jobseeker services.

• Facilitates partnership and consortium meeting as required.

• Delivers Workforce Development System presentations and promotes Community Services and Career Centers activities.

• Travels to multiple sites and locations.

• Manages confidential information.

• Regular and consistent attendance.

• Other duties as assigned.

Work Abilities

Requires the ability to supervise all of the Community Services and Career Centers activities, requires the ability to interpret, explain, and apply principles of public and private agency employment and training administration; requires current knowledge of federal and state laws, statutes, policies and regulations pertaining to Local Workforce Development Boards and the Workforce Innovation and Opportunity Act; ability to analyze problems and opportunities, identify and evaluate alternatives, and develop sound, effective approaches; ability to plan, implement, and evaluate the achievement of goals, objectives and work-plans; ability to communicate effectively (oral and written), with elected officials, member of the board of directors, regulators, private businesses, employees, attorneys, contractors, and vendors; ability to establish and maintain effective working relationships with a diverse group of citizens, local business leaders, and representatives of public agencies.

Work Environment

This position requires working indoors in environmentally controlled conditions, exposure to sounds and noise levels that may be distracting or uncomfortable. Job tasks are performed in close physical proximity to other people. Requires sitting, writing letters and memos, face-to-face discussions with individuals or teams, contact with others (face-to-face, by telephone, or otherwise), use of electronic mail, being exact or highly accurate, meeting strict deadlines, coordinating, or leading others in accomplishing work activities. Requires work with external customers or the public and working with others in a group or team.

Qualifications

Experience and Education:
  • A Bachelor's or associate degree and one-year of management or workforce development experience; or any equivalent combination of experience, education or training which provides the ability to perform job duties.
  • A working knowledge of needs of the communities in Mohave and La Paz Counties.

HOURS, PAY, BENEFITS, & LOCATION
  • Salary: $51,000/year (MAX)
  • Hours per week: Regular Full-Time, 40 hours per week
  • FLSA Classification: Exempt

• This position will work from the Community Services Department offices at 700 West Beale Street, Mohave County, Kingman, Arizona 8640 and will also travel to other sites located in Mohave and La Paz Counties.

Effective January 3, 2022, all CPLC Employees and all Service Providers, are required to be Fully Vaccinated against COVID-19. Newly hired employees, who are not Fully Vaccinated at the time of hire, are expected to begin a vaccination series immediately upon hire. CPLC recognizes medical and religious exemptions to the COVID-19 vaccination requirement, in accordance with applicable law and upon approval by CPLC.
