Operations Budget Coordinator - International Programs

JOB SUMMARY:

NORC's International Programs Department (INPRO) seeks an Operations Coordinator to join its dynamic program operations unit to support a growing portfolio of international projects.

The ideal candidate has strong organizational and budgeting skills, has experience supporting multiple projects simultaneously, is pro-active and an eager learner, and is collaborative and attentive to details. The Operations Coordinator will be part of an operations team that provides financial and contract management support to project staff working on U.S. Agency for International (USAID) and other U.S. government and donor-funded projects.

Responsibilities include managing the day-to-day finances and budgets for international projects; preparing subcontracts and consultant agreements; reviewing and processing subcontractor and consultant invoices in compliance with the agreement; preparing client approval requests; supporting field-based operations by preparing employment agreements, processing monthly payroll, and working with local accounting firms; supporting cost proposal efforts; and others as required. The Operations Coordinator will work collaboratively with project directors and project staff, financial analysts, and accounting personnel to accomplish work.

Applicants must be based in either our Bethesda, MD or Chicago, IL office, with a hybrid office/work-from-home schedule.

INPRO was established in 2005, and works on performance and impact evaluations, capacity building, complex surveys, and qualitative data collection, among other research activities, throughout the developing world. Our research covers a range of sectors including education, child and youth well-being, gender equality and womens empowerment, private-sector engagement, democracy and governance, resilience and food security, land and resource governance, biodiversity conservation, natural climate solutions, agriculture, water and sanitation, and vulnerable populations. Since its establishment INPRO has implemented projects in more than 100 countries in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia.

RESPONSIBILITIES:
  • Develops project budgets and prepares pipelines to assist with budget forecasting which aligns with work plans;
  • Provides operational support to project directors as it relates to finance, subcontract and consultant management, and other administrative duties;
  • Supports procurement of services, adhering to federal and USAID regulations;
  • Prepares client approval requests as required by the agreement;
  • Prepares cost proposals including budgets and budget narratives; and
REQUIRED SKILLS:
  • Bachelors Degree in International Development, Business Management, Economics, Finance, or related field; Masters Degree preferred.
  • Minimum three (3) years of professional experience in relevant field.
  • Excellent budgeting skills using Excel.
  • Some knowledge of USG rules and regulations in both acquisition and assistance.
  • Excellent communication skills, both written and verbal in English.
  • Proficiency with MS Office suite. Familiarity with accounting software, CostPoint and/or Focus Point preferred.
  • Strong organizational skills and attention to detail.
SALARY AND BENEFITS:

The pay range for this position is $60,000-$90,000.

This position is classified as regular. Regular staff are eligible for NORCs comprehensive benefits program. Benefits include, but are not limited to:
