JOB SUMMARY:

NORC's International Programs Department (INPRO) seeks an experienced Cost and Pricing Manager to join its dynamic program operations unit to support a growing portfolio of international projects.?

The Cost and Pricing Manager will be responsible for owning the entire cost/price/business proposal from start to finish. The Manager will work on new and existing client bids/quotes, converting competitive technical data into competitive pricing to win new business. The Cost and Pricing Manager may also provide basic support in the INPRO Operations team, as needed. The ideal candidate has strong organizational and budgeting skills, has experience supporting multiple bids and projects simultaneously, is pro-active and an eager learner, and is collaborative and attentive to details. The Cost and Pricing Manager will be part of an operations team that provides financial and contract management support to project staff working on U.S. Agency for International (USAID) and other U.S. government and international donor-funded projects.

Applicants must be based in either Washington, DC area, with a hybrid office/work-from-home schedule or fully remote.

DEPARTMENT: International Programs

INPRO was established in 2005, and works on performance and impact evaluations, capacity building, complex surveys, and qualitative data collection, among other research activities, throughout the developing world. Our research covers a range of sectors including education, child and youth well-being, gender equality and womens empowerment, private-sector engagement, democracy and governance, resilience and food security, land and resource governance, biodiversity conservation, natural climate solutions, agriculture, water and sanitation, and vulnerable populations. Since its establishment INPRO has implemented projects in more than 100 countries in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia.

RESPONSIBILITIES:
  • Business development responsibilities (50%):
    • Critically assess solicitations to understand client requirements, identify potential challenges to financial proposal, and prepare necessary clarification questions
    • Develop detailed and compliant cost, price, and business proposals, including budgets and budget narratives, aligned with client regulations and NORC's internal policies.
    • Support to negotiations of consultant rates and subcontractor budgets.Conduct profit analysis for budget estimates and existing projects.
    • Collect cost and pricing data for bids, including in-country cost data, market data for cost line items.
    • Develop and modify pricing tools for efficiencies and to develop more accurate proposal budgets.
    • Develop budget templates and cost proposal packages for INPRO budgets and proposed subcontractor budgets.
    • Coordinate the collection of cost, price, and business proposal items from subcontractors and review and provide comments on their budgets.
    • Ensure partners budgets and cost proposal documentation are compliant with donor and solicitation requirements.
    • Prepare justifications and supporting documentation to request client waivers and approvals for subcontractors, personnel, etc. at the proposal stage.
    • Documenting proper approvals, files, and folders with pricing information. Follow existing processes.
    • Assist with financial analysis, competitive intelligence gathering, pricing scenarios and basic understanding of Profitability analysis and financial metrics.
    • Communicate effectively with stakeholders including senior leadership to resolve issues and gain consensus.
    • Provide day-to-day tasks related to finance, accounting, subcontract management, and other administrative functions on INPRO projects to support the timely and effective implementation of the departments technical scopes of work.
    • Provide support on procurement related matters, adhering to USG and USAID regulations.
    • Oversee and coordinate all formal budget, procurement, and programmatic reporting requirements of the contracts.
    • Prepare and monitor budgets and invoices to ensure expenditures are in compliance with USG and USAID policies and regulations.
    • Develop budgets and forecasts which align with work plans.
    • Prepare approval requests per client requirements.
    • Oversee and coordinate all formal budget, procurement, and programmatic reporting requirements of the contracts.
    • Prepare and monitor budgets and invoices to ensure expenditures are in compliance with USG and USAID policies and regulations.
    • Develop budgets and forecasts which align with work plans.

  • Support the Operations Team with contract, compliance, and finance duties as required: (50%)
    • Provide day-to-day tasks related to finance, accounting, subcontract management, and other administrative functions on INPRO projects to support the timely and effective implementation of the departments technical scopes of work.
    • Provide support on procurement related matters, adhering to USG and USAID regulations.
    • Oversee and coordinate all formal budget, procurement, and programmatic reporting requirements of the contracts.
    • Prepare and monitor budgets and invoices to ensure expenditures are in compliance with USG and USAID policies and regulations.
    • Develop budgets and forecasts which align with work plans.
    • Prepare approval requests per client requirements.
    • Oversee and coordinate all formal budget, procurement, and programmatic reporting requirements of the contracts.
    • Prepare and monitor budgets and invoices to ensure expenditures are in compliance with USG and USAID policies and regulations.
    • Develop budgets and forecasts which align with work plans.
REQUIRED SKILLS:
  • Bachelors degree in international development, Business Management, Economics, Finance, or related field, or equivalent working experience in similar position on USAID proposals and contract; Masters Degree preferred.
  • Minimum of 5 years of progressive financial analysis and pricing experience in government contracting and/or international development, with a focus on USAID proposals and contracts.
  • Advanced proficiency in Microsoft Excel for developing complex budget templates. Ability to construct spreadsheets that translate cost-based budgets (Cost Plus budgets) into client-required Time and Material (T&M), Fixed Price (FP) and /or Grant budgets or Fees and Expenses formats with appropriate links, updating, and salary and cost escalation functionality.
  • In-depth understanding of USAID rules and regulations, including FAR, AIDAR, CFR, relevant sections of the ADS, etc.
  • Familiarity with federal commercial IDVs, to include GSA Schedule Contracts
  • Effective communication and interpersonal skills, particularly with donors and program managers.
  • Demonstrated analytical and quantitative abilities.
  • Attention to detail, ability to multitask, and prioritize tasks effectively.
  • Adaptability and flexibility to collaborate with diverse team members.
  • Understanding of accounting/finance concepts; familiarity with grants and contracts management advantageous.
  • Knowledge of USG rules and regulations in both acquisition and assistance.
SALARY AND BENEFITS:

The pay range for this position is $85,000 to $138,000.
