JOB SUMMARY
Under limited supervision, manages and oversees the daily operation of the County Park and Trail system. Performs management, supervisory and advanced administrative level work involved in planning, customer service, coordinating, and ensuring park security and public safety while assisting in the operation of the County owned parks for the Pinal County Open Space, Trails, and Regional Parks Department.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
  • Manages, supervises, coordinates and performs a variety of administrative work which includes scheduling, cash handling, customer service, record maintenance, preventative maintenance, responding to requests for information or services, preparing correspondence, reports, statistical information and budget materials, and assisting in the development of policies, procedures and training.
  • Completes performance evaluations, makes hiring recommendations, recommends disciplinary actions, approves leave times, prepares work schedules and assigns work tasks.
  • Supervises the activities of assigned personnel, monitors reports and recordkeeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines.
  • Instructs personnel in departmental policies, procedures and techniques, and provides training.
  • Conducts and/or arranges for training and development programs for park staff.
  • Attends meetings and conferences in conjunction with other local agencies.
  • Greets and meets customers in a polite and professional manner.
  • Assist in the development of the operations budget.
  • Manages the operations budget for several park and trail facilities.
  • Establishes goals and work plans for the park and trail employees and ensures completion.
  • Develops and implements equipment and facility upgrades or replacements including park sites, facilities, vehicles and equipment.
  • Maintains records for land management, facility and equipment activities.
  • Promotes safety in activities of the division and in maintenance of facilities for the public.
  • Assists in the long range planning for the Department including the development of grant proposals, land acquisition and special projects.
  • Represents the County and the Department by participating in various organizations and committees appropriate to the County and Departments mission. Attends meetings of the Open Space and Trails Advisory Commission.
  • Prepares regular reports of various park and trail activities.
  • Manages special projects related to division operations.
  • Recommends policy and establishes procedural guidelines pertinent to the maintenance and development of park and trail facilities; evaluates maintenance operations and effects measures to improve efficiency, cost effectiveness and service provision.
  • Develops, coordinates and maintains productive relationships with partnering agencies, user and citizen groups, businesses and other non-governmental organizations
  • Promotes and adheres to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintains absolute confidentiality of work-related issues, customer records and restricted County information.
  • Performs other related duties as required.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Bachelors Degree in Outdoor Recreation, Recreation Management, Forestry, Natural Resources or Parks and Recreation.
  • Four (4) years progressively responsible experience in a position related to Outdoor Parks, Natural Resources, or Forestry services, including two (2) years of supervisory experience.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Supplemental Information

Knowledge, Skills and Abilities:
  • Knowledge of principles, practices, methods, techniques, and equipment used in enforcement of park operations, maintenance and security.
  • Knowledge of principles, practices, methods, and techniques used in business management, cash handling, and customer service in park and hospitality services.
  • Knowledge of relevant laws, rules and regulations pertaining to law enforcement in general and specifically to the park operations.
  • Knowledge of occupational hazards and necessary safety precautions applicable to parks operation and general maintenance work.
  • Skill in developing, administering and managing a department budget.
  • Skill in coordinating and directing work of others.
  • Skill in the management and coordination of strategic planning of park development or maintenance.
  • Ability to provide leadership, supervision, training and evaluation for park staff.
  • Ability to protect the public and assist a law enforcement in enforcing the laws in a park with due regard for the rights and safety of individuals, the preservation of property, and the maintenance of good community and interpersonal relationships in compliance with established laws, policies, procedures and regulations.
  • Ability to deliver high level customer service during performance of essential duties.
  • Ability to communicate effectively to a variety of audiences

PHYSICAL DEMANDS:
The work requires independent body mobility to stand, move, bend, and sit for prolonged periods of time and drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone.

WORK ENVIRONMENT:
Work is performed in both an office and field based environment. The typical field based setting requires exposure to inclement weather conditions, extreme temperatures, and natural terrain. Work may include night, weekend and/or holiday shifts.
