PRIMARY FUNCTIONS

The Planning and Development Coordinator is responsible for managing ECDs primary Office of Head Start grants and continuation applications and researching. This involves identifying and preparing grant applications and proposals to various funding sources to support existing and planned program activities on behalf of CPLCs ECD programs statewide. Promotes school readiness by preparing children and families for school and life success as it relates to this position. Actively supervise children by sight and sound at all times and in all environments. Maintain all health and safety regulations to create an optimum learning environment. Facilitate health practices to keep children safe in the school bus, outdoor and indoor environments.


SPECIALIZATIONS

Initial employment physical, and TB test or Chest X-ray, Tdap vaccination, a valid Texas Driver's License and vehicle insurance are required. Must pass a criminal background check to include a Child Abuse and Neglect register check and obtain a level one fingerprint clearance card.


MINIMUM QUALIFICATIONS

Bachelors degree in English, Business Administration or related field and 5 years in fundraising, grant development and proposal writing. Knowledge of early childhood development and/or Head Start Program Performance Standards is preferred. Use of computer, projection equipment, computer software programs (e.g. Microsoft Office, Adobe) and web based systems are required.


JOB RESPONSIBILITIES AND COMPETENCIES

Work closely with Vice President of ECD, Coordinators, Specialists, and Managers to identify and research new government, corporate and foundation funding sources to achieve program goals.

Work with the Resource Development team to identify and participate in additional funding opportunities;

Ensures timely proposal submission to meet all deadlines through effective project management.

Gather information and research demographics of Migrant and Seasonal Farm workers, ECD needs and assets, policies, procedures and performance outcomes for the Community Assessment, a program requirement found in the Head Start Program Performance Standards.

Facilitate and develop an annual plan that identifies and articulates program goals, objectives and activities to meet performance targets, and is aligned with Head Start Program Performance Standards and CPLCs mission and vision.

Develop new and maintain existing community relationships and serve as a liaison to support program-funding opportunities by attending meetings, maintaining correspondence and communication and by participating in community boards and committees.

Write, prepare and submit funding proposals and required funding reports to federal, state, corporations and foundations.

Provide quarterly progress reports on activities related to program funding and community planning.

Participate on the School Readiness Planning Team, Statewide Planning and Operations Group and the Statewide Management and Operations Group and provide presentations on Community Assessment outcomes, annual plan, new funding and other information, as requested, to the Policy Council and CPLC Board of Directors ECD Committee.

Must participate in other government, foundations and/or public meetings as related to gaining addition or maintaining current funding opportunities.

Collaborate with the Resources Development Team by attending weekly meetings, workshops, conferences and/or trainings.

Maintain and update proposal tracker monthly.

Manage reapplication requirements.

Demonstrate awareness and sensitivity to cultural issues and community practices of low income and at risk families, including dual language speakers.

Perform other duties as requested by immediate supervisor necessary to carry out the administrative/programmatic activities necessary to fulfill the goals and objectives of CPLC ECD.

Assist the Vice President of ECD to prepare periodic reports to federal, state, local and other agencies as assigned.

Provide recommendations to Vice President ECD, Coordinators and Specialists, Managers for community partnership development.
