Definition
Under general supervision of the Community Development Department (CDD) Director, provides leadership for planning and coordinating the Community's land use and development work by the Planning Services (PS) Division. Acts in an advisory capacity to the SRPMIC Tribal Council and other stakeholders regarding all short and long-term land use and development planning related issues and projects. Works to align the PS Division's workflow with the Community's land use and development master plans and goals. Provides continuous and quality outreach to Community Members regarding critical projects and initiatives that affect landowners and the Community overall. This job class is treated as FLSA Exempt.

Examples of Tasks
1. Strategic Planning : Initiates, develops and improves the PS Division's strategic planning process including creation and maintenance of Division Mission and Vision Statements.
2. Mentoring, Supervision & Lead ership: Provides mentoring, supervision and leadership to the PS Division staff including the following.
3. Land Use & Development Planning : Advises the CDD Director on planning-related matters. Advises the Tribal Council, various boards, commissions, committees and elected officials on planning-related issues.
4. Community Outreach : Oversees the coordination, decision making, reporting and Community outreach related to land use and land development applications in accordance with SRPMIC codes and ordinances and other established practices.
5. Budget Planning & Management : Works with the CDD Director to help develop the PS Division's annual budget request and monitors operating expenditures to ensure budget plan compliance.
6. Reporting, Operations & Administration : Assumes responsibility for all PS Division's program reporting, operations and administration.
7. Miscellaneous : Performs other job related duties as assigned by the CDD Director.

Maybe required to work beyond normal work hours including nights, weekends and holidays.
May be required to travel.

- Provides organizational structure to support the mission and objectives for the PS Division.
- Aligns the Division's project work with the Community's overall land use and development planning policy.
- Works to continuously improve Division operational practices, procedures, policies and protocols to meet objectives.
- Strives to continuously identify program areas for positive change and improvement.
2. Mentoring, Supervision & Lead ership: Provides mentoring, supervision and leadership to the PS Division staff including the following.
- Models professional and leadership behavior for PS Division staff.
- Helps evaluate and improve the effectiveness of the PS Division service delivery using industry benchmarks and SRPMIC practices.
- Mentors the Division staff so they attain the technical and service skills along with experience to perform independently and attain further career progression goals.
- Assigns and monitors workflow among staff and ensures appropriate distribution of work. Clearly communicates work assignments, objectives and expectations.
- Evaluates operations and activities of assigned responsibilities.
- Coordinates division activities to enhance efficiency and quality customer service.
- Monitors and reports personnel attendance and leaves.
3. Land Use & Development Planning : Advises the CDD Director on planning-related matters. Advises the Tribal Council, various boards, commissions, committees and elected officials on planning-related issues.
- Evaluates Community development goals and objectives for land use.
- Assists the Tribal Council with the update of land planning documents through public Community hearings.
- Researches, compiles and presents technical land use and development planning advice to the Tribal Council, the Land Management Board, Administration, the Community Manager and various government department Directors as needed.
- Reviews and recommends approval of contracts for outside professional land use, development planning and other planning-related services.
- Prepares Requests for Proposals (RFPs) and other solicitations and scopes of work for land planning and development projects.
- Solicits, procures and manages all required contract work associated with planning activities.
- Oversees and manages the preparation of site-specific plans, area development plans, and other long-range land use plans.
- Assists the Community Development Department Director with short and long-range land use and development planning and goals.
4. Community Outreach : Oversees the coordination, decision making, reporting and Community outreach related to land use and land development applications in accordance with SRPMIC codes and ordinances and other established practices.
- Proactively provides accurate information and quality education to Community Members regarding land use and development issues and projects.
5. Budget Planning & Management : Works with the CDD Director to help develop the PS Division's annual budget request and monitors operating expenditures to ensure budget plan compliance.
- Monitors and controls expenditures.
- Acts as the primary contact for Division funding issues regarding programmatic, budget and compliance.
- Maintains accurate program documentation and provides reports as required.
- Ensures adherence to special project budgets.
6. Reporting, Operations & Administration : Assumes responsibility for all PS Division's program reporting, operations and administration.
- Prepares reports on operations and activities while recommending improvements and modifications.
- Performs and manages special projects at the request of the CDD Director or designee.
- Establishes and records all program metrics and data. Works to continuously improve statistics gathering and reporting processes.
7. Miscellaneous : Performs other job related duties as assigned by the CDD Director.
Knowledge, Skills, Abilities and Other Characteristics :
- Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
- Knowledge of the purpose, current issues, projects, organization and employee responsibilities of the Division.
- Knowledge of the principles, practices and methods of short and long-range planning.
- Knowledge of the principles and techniques of management, supervision, budgeting and program evaluation.
- Knowledge of SRPMIC's Vision Statement and CDD mission along with zoning and development ordinance, guidelines and policies.
- Knowledge of zoning procedures, hearing procedures and permit processes.
- Knowledge of Geographic Information System (GIS) applications.
- Ability to analyze data, draw logical conclusions and make sound decisions and recommendations.
- Ability to facilitate change.
- Ability to plan and administer a division-level budget.
- Ability to exercise resourcefulness in addressing new problems.
- Ability to ensure compliance with statutory deadlines and budgetary limitations.

Minimum Qualifications

Education & Experience: A Bachelor's degree from an accredited college or university in Architecture, Regional and Urban Planning, Landscape Architecture or a closely related field is required.
- 5 years direct work experience in the planning and development design required.
- 3 years supervisory experience required.
- A Master's Degree is preferred.
- Certification by the American Institute of Certified Planners is preferred.
- 5 years direct work experience in the planning and development design required.

Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
