Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.


The Planning Principal Engineer is the most advanced professional/technical level in the engineering class providing high-level subject matter expertise in master planning, infrastructure planning (including but not limited to raw water systems, distribution systems, and reclaimed water systems), near- and long-range capital improvement program (CIP) development, and water system modeling. This position is responsible for taking the lead on engineering and planning issues as they relate to water and reclaimed water master plans and coordinate closely with planning efforts for wastewater and stormwater planning and CIP development and overseeing the modeling efforts for potable water, raw water and wastewater systems. This position develops and implements solutions by planning, organizing, and directing complex engineering analysis and management of complex projects for the Water Department under the supervision of the Planning Services Manager.

The City of Aurora will conduct ongoing screenings of applications on a first-come, first-serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice.

PRIMARY DUTIES & RESPONSIBILITIES

  • Lead the Integrated Water Management Plan (IWMP) and other water and reclaimed water planning efforts which include demand forecasts, existing system conditions, future system conditions, infrastructure identification and capital program development (including funding allocation).
  • Provide leadership and facilitate collaboration with internal stakeholders to solicit input and feedback in planning efforts.
  • Develop and support CIP recommendations resulting from master plan findings.
  • High performance staff leadership, coaching, and mentorship of two engineers specializing in water and wastewater system hydraulic modeling.
  • Support City's interests in negotiating, reviewing, and executing intergovernmental agency agreements.
  • Track and support development review to assure compliance with master plan recommendations.
  • Subject matter expertise providing project oversight and management of water and reclaimed water master plans.

    ADDITIONAL DUTIES
Performs duties and responsibilities commensurate with the assigned functional area which may include, but are not limited to, any combination of the following tasks:
  • Oversees management and development of prioritized budget and timing of CIP projects necessary to meet growth-related and asset management needs
  • Oversees management and development of facility planning efforts and preliminary engineering of projects resulting from master plans
  • Act as a lead in facilitating solutions to complex Planning challenges
  • Supervises the Water Resources Modeler and the Distribution/Collection systems modeler
  • Take initiative in identifying problems and solutions relative to master planning
  • Coordinate with neighboring jurisdictions on partnership opportunities.
  • Keep abreast of the latest planning related trends and methodologies in the industry and makes recommendations for implementation in Aurora.
  • Work closely with the Citys planning department to ensure alignment with additional growth-related planning efforts including hosting an annual growth projection workshop.
  • Ensures compliance with regulatory agencies, Federal, State, and Local policies and procedures.
  • Initiates and manages complex engineering projects, including the development of scopes of work and budgets, negotiating contracts with engineering consultants, facilitating public and special group meetings, coordinating activity involving multiple Departments and providing inspiration and guidance to professional staff assisting with these projects Provide periodic updates and/or presentations to management, executive staff, city council members, and citizen special interest groups
  • Performs additional duties as assigned

MINIMUM QUALIFICATIONS

EXPERIENCE

  • Eight years of master planning and related engineering experience in water utilities
  • Three years of supervisory experience

Preferred Experience
  • Strong reuse/reclaimed water industry knowledge in Colorado or other states where applicable.
  • Five years of hydraulic modeling experience
  • Familiarity with Colorado water rights and water law

EDUCATION
Bachelor's degree in from an accredited institution in Civil, Environmental, Mechanical or Chemical Engineering (or similar related field).

Licenses, Certificates or Equipment Required:
Registration as a Professional Engineer in the United States. PE registration in the State of Colorado, or ability to obtain licensure within six months. Driver's license with a good driving history. This position may require occasional use of personal equipment (e.g. vehicle, cell phone, tools, etc.).

WORKING CONDITIONS

Physical Demands:

  • Sedentary physical work requiring the ability to lift a maximum of 10 pounds
  • Occasional lifting, carrying, walking, and standing
  • Hand/eye coordination to operate a computer and related equipment

Work Environment:
  • Works primarily in a clean, comfortable environment
