Overview

Under limited direction, the Procurement Manager will oversee and manage the daily operations of the Procurement Department.

The Procurement Manager will ensure efficient operations of the Institutes overall procurement process to include purchasing, shipping and receiving, property and inventory control and transportation programs. Develops and implements procurement policies and procedures consistent with good business practices and applicable regulations. Provides guidance to all LRRI employees pertaining to purchasing policies and procedures, source selection, pricing, and delivery information.

Oversees the purchasing of a wide range of equipment, commodities and services. Ensures all procurement actions are conducted in accordance with appropriate LBRI, government and commercial procedures. Ensures performance of all necessary actions for effective contracting, ensuring compliance with terms of contracts, and safeguarding the interests of the Institute.

Evaluates proposals for value, recommends and selects suppliers, negotiates contract terms and conditions as well as negotiates with vendors for goods and services, negotiating best possible price and value for the institute. Manages transportation carrier selection, rate analysis, preparing and filing bills of lading, and assures compliance with applicable laws and regulations for items shipped to and from the Institute.

The Manager will also manage the personnel in the Materials Management Department. Will work closely with the Director of Research Administration to identify staffing needs, provide leadership and mentoring to all department staff, and work with the Human Resources Department as needed on performance evaluations, training and development of staff.

Qualifications

Requires a bachelors degree in business administration or a related field and a minimum of 5 years of professional level procurement experience; or an equivalent combination of education, training and/or experience from which comparable knowledge, skills and abilities have been attained. Also requires a minimum of 1 year of personnel management experience.

Must have a demonstrated understanding of and experience with government and commercial purchasing as well as a thorough understanding of inventory management and control concepts. Must have comprehensive knowledge of transportation federal regulations and statues, the Federal Acquisition Regulation (FAR), the Department of Defense supplement to FAR (DFARS) and OBM Circular A-133 and A-122. Requires the ability to reference, interpret and implement Federal regulations related to all procurement activities.

Must have superior professional-level written and verbal communication skills; a high degree of professionalism, diplomacy and discretion; excellent judgment, problem-solving and decision-making skills strong customer-service and negotiation skills. Demonstrated ability in managing a wide variety of complex tasks and projects simultaneously while meeting multiple deadlines is required. The ability to maintain confidentiality and handle sensitive situations with solid judgment and discretion is critical, as well as the ability to perform duties independently.

Requires professional-level general computer skills and the ability to learn other department-specific computer systems as needed.

Relocation may be offered for this position.

Physical Requirements

Work is performed in a variety of settings including office and occasionally in laboratory environments, as well as in outdoor areas. Will operate standard office equipment and will frequently stand, walk, sit, kneel, frequently lift/carry/push/pull heavy objects that weigh up to 50 pounds, perform repetitive motions and perform desk-based computer tasks. From time-to-time may work in close proximity to an environment containing research animals.
