    DEFINITION: Under general supervision, oversees, plans and monitors the daily operational procedures of the purchasing, property control and warehouse areas.

    ESSENTIAL FUNCTIONS:

    TASKS:THE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED.
    Supervises operations and delegates duties of Purchasing, Property Control and Warehouse Department personnel.
    Solicits quotes, bids, and RFPs as needed.
    Conducts bid openings and works with various district personnel to make recommendations for award.
    Provides bid information to public and district staff related to contract availability.
    Responsible for compliance with various policies, laws, and statutes dealing with Procurement.
    Responsible for meeting with auditors for and providing expenditure reports, bid files, and answering questions as requested.
    Manages multiyear contracts to ensure renewal terms and conditions remain within original scope of work.
    Meets with vendors and staff on various quotation and bid needs.
    Provides training to various district personnel on Visions software and procurement guidelines.
    Reports to Director of Business Operations on various issues that of the area.

    KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS:
    Knowledge of District policies and procedures.
    Knowledge of Uniform System of Financial Recordkeeping (USFR)
    Knowledge of Arizona Department of Education Procurement Rules & Regulations
    Knowledge of procurement practices.
    Skill in conducting the bid and RFP process.
    Skill in compiling and maintaining information and data.
    Skill in preparing letters, memos and reports.
    Skill in following oral and written instructions.
    Skill in providing oral and written instructions via workshops and training sessions as needed.
    Skill in establishing and maintaining effective working relationships.

    PHYSICAL REQUIREMENTS:
    Work is performed in an indoor environment. Work requires frequent walking, standing, sitting, bending and lifting up to 20 lbs. May be exposed to infectious diseases

    QUALIFICATIONS:
    Bachelors degree in Business Administration or similar field of study and two (2) years purchasing/procurement experience in a public school or governmental business or equivalent combination of education and/or experience. Three years of supervisory experience.

    Depending on the needs of the District, some incumbents in this class must be able to demonstrate fluency in both Spanish and English as a condition of employment.

    SALARY GRADE: Refer to Professional Salary Schedule, Grade 7 FTE: 1.0 DAYS: 260
