Arapahoe County Department of Human Services is looking for a full time Program Specialist I for the Finance Division in Aurora, Colorado. The Program Specialist I performs a variety of job duties related to the financial eligibility determinations for open Child and Adult Protection Services clients. The job duties can include, but are not limited to, responsibility for revenue generation through completion and determination of applications and redeterminations for the Title IV-E Foster Care Program (IV-E), Maintenance of Effort (MOE), Medicaid, Supplemental Security Income (SSI), etc. In addition, the Program Specialist I will ensure that appropriate entitlements are open and closed and annual eligibility determinations are completed in a timely manner. This position will be required to work with multiple computer systems such as Colorado Benefits Management System (CBMS), Trails, Department of Labor and Employment (DOLE), Colorado Courts and Equifax. The Program Specialist I develops and maintains effective communication with a number of professionals such as caseworkers, supervisors, vendors, providers, and other government agencies on a regular basis.

Duties

Creates revenue generation by completing applications for Title IV-E Foster Care Program (IV-E), Maintenance of Effort (MOE), Medicaid, Supplemental Security Income (SSI), etc.

Completes initial and annual Title IV-E Foster Care eligibility determinations in a timely manner for all children in out-of-home placements in order to receive federal funds and reimbursements.

Systematically researching, recording, reporting, analyzing, and interpreting court orders to determine eligibility for Title IV-E funds.

Completes initial and annual Maintenance of Effort (MOE) eligibility determinations in a timely manner for all families receiving child welfare services.

Receives and reviews detailed welfare application to ascertain and extract pertinent factual information required for eligibility determinations.

Responsible for completion of initial and annual eligibility determinations for Medicaid services in a timely manner for all children in out-of-home placements.

Ensures all entitlements are open and closed in a timely manner for accurate payments and reimbursements.

Maintains a confidential case file on each open Children and Adult Protection Services case.

Works closely with State Medicaid staff to avoid overlapping services.

Files and retrieves information when requested or as necessary to ensure appropriate documentation for audits that occurs monthly, yearly, and quarterly by the county, state, and federal governments.

Respond to audit requests using expertise to determine the best course of action for client cases.

Maintains ongoing communication and works closely with other Child Welfare staff, Community Support Services staff, Child Support Enforcement staff, State Child Welfare staff, Social Security Administration, clients, providers, hospitals, and County Attorneys to ensure accuracy of entitlements for clients and proper state and federal funding to Arapahoe County.

Provides quality assurance functions for the Division by printing reports, reporting system problems, and completing detailed research into entitlement histories.

Provides training for child welfare staff regarding best practice standards and rules and regulations involving all entitlement services that clients are eligible to receive.

Receives ongoing training from Child Welfare State staff in regards to rules and regulations relating to all entitlements in Volume VII and Volume VIII.

Receives training from Trails and Colorado Benefits Management System (CBMS) staff regarding system fixes, enhancements, and modifications to state systems and provides assistance to other Child Welfare staff using the system as needed.

Maintenance of databases.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Ability to process and analyze data from various sources using critical thinking and analytical skills.

Ability to work effectively and in a timely manner when faced with a high volume of work, multiple deadlines, frequent interruptions and dealing with difficult individuals.

Ability to interpret and understand financial data and to determine the appropriate eligibility outcome based on this information.

Ability to process factual information effectively and to apply it to the case at hand.

The ability to utilize all appropriate software, technology, and resources including, but not limited to, Colorado Benefits Management System (CBMS), Trails, Department of Labor and Employment (DOLE), Colorado Courts, Equifax (The Work Number), Word, Excel, Outlook.

Ability to communicate effectively, verbally and in writing.

Ability to plan and organize workload and objectives.

Knowledge of personal computer word and data processing, use of computer calendars, email systems and of general office equipment.

Skill in the use of common office machines, including popular computer-based word processing, spread sheets, Electronic Document Management Systems and other file management systems.

Ability to prepare correspondence and written information on cases.

Ability to establish and maintain effective working relationships with coworkers, other employees, elected officials, professional representatives, clients, the court, other counsel, supervisors, and the general public.

Ability to work both independently and as a team member.

Ability to network with other county and community programs.

Requirements

EDUCATION:
High School Diploma or GED

EXPERIENCE:

Three (3) years of office clerical experience which included providing customer services.

(An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.)

PREFERRED QUALIFICATIONS:

Associate's degree

Experience with human services and/or working at the Arapahoe County Department of Human Services.

Experience with an agency that determines eligibility for welfare resources to the public is highly desired.

Ability to speak additional languages is a plus. Please indicate on your application.

The salary grade listed is the full salary range for the Program Specialist I - Revenue Generation position. Please note that the hiring salary will typically be near the lower end of the pay range listed.
