Definition

Definition : Under supervision of a Salt River Police Administrator, the Public Safety Communications Manager is the frontline leader of the Public Safety Communications Bureau, overseeing the personnel, operation and technology of the Emergency Communications Center (ECC). Incumbents in this job class shall serve a one year probationary period. This is treated as an FLSA exempt position, and considered a DRIVING position.

Examples of Tasks

1. Leads, mentors and supervises subordinates engaged in telecommunications, entering, verifying, retrieving data and dispatching Police and Fire services.

2. Performs all management and supervisory functions of the bureau to include payroll, performance evaluation, budgeting, purchasing, training and development, attendance monitoring, workers compensation, recognition, discipline and recruitment and selection.

3. Plans, organizes and directs the work of supervisors on rotating shifts. Selects, tests, trains, evaluates and supervises staff. Manages organizational change and enhances learning, participation and professional development opportunities for subordinates.

4. Observes, inspects and monitors the behavior of subordinate employees to ensure compliance with departmental standards and performance/conduct. Recognizes and rewards good performance. Investigates, makes recommendations and follows through on investigatory and disciplinary actions.

5. Sets goals and objectives for the communications center and is responsible for ensuring the goals are met. Supports organizational strategies and directs individual accomplishment toward those strategies.

6. Conducts meetings with staff; attends meetings with other organizations to discuss emergency service and communications issues. Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities

7. Manages the operations of the public safety technology systems, facility and equipment required to support the operation of the ECC. Ensures that ECC systems software applications, hardware and equipment are working properly at all times. Diagnoses and solves problems in relation to variances between operational needs and system functions, coordinates equipment replacement, upgrades, maintenance and system installations with vendors, technicians and other SRPMIC departments.

8. Ensures all ECC staff are trained and prepared to use all technology systems and applications required to support the operation of the ECC, monitors use of technology systems to verify proficiency and system use requirements. Identifies and correct knowledge and performance gaps.

9. Oversees plans, develops, implements, and manages radio communication policies, procedures and practices by reviewing current practices, laws, regulations, staffing and equipment to ensure compliance.

10. Serves as Systems Security Officer (SSO) for the Arizona Criminal Justice Information System (ACJIS) and Terminal Agency Coordinator (TAC) for the Tribal Access Program, monitors use and access to National Crime Information Center (NCIC) and other criminal justice databases. Performs periodic validation of departmental information contained within these systems. Develops and ensures compliance with policy and procedures for all terminals including mobile data terminals which access this system.

11. Prepares statistical analyses of calls for police and fire services and other data for various administrative purposes including monthly, quarterly and annual reports.

12. Establishes and maintains partnerships and effective working relationships with other departments, agencies, and community groups regarding coordination of services as needed. Participates in a variety of outside committees relating to public safety communications concerns.

13. Ensures continued compliance with Arizona Law Enforcement Accreditation Program (ALEAP) accreditation requirements, including collecting annual proofs and successful completion of re-accreditation audits.

14. Adheres to all training, policies, procedures, chain of custody, rules of evidence and laws. Maintains strict confidence and security of all data, financial accounts, information, intelligence, metrics, audio, video, computer analytics and meta data, police reports, supplements and associated case files, physical evidence, photographs, statistics and any other materials that are confidential and sensitive to all cases, investigations, personnel records and the operations or property of the SRPD and SRPMIC.

15. Performs other job-related duties as assigned by the Police Commander or the Chief of Police.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of the principles and practices involving the design, construction, installation, maintenance and operation of public safety communications systems and devices including communications networks, computer-aided dispatch (CAD), 9-1-1 telephony and geographical information systems, logging recorder, radio, emergency notification systems, voice and data transmission, and mobile digital terminal functions.
  • Knowledge of emergency services and other resources provided by cities adjacent to the Community.
  • Knowledge of principles and operation of public safety automated dispatch systems.
  • Knowledge of Police and Fire Department operations.
  • Knowledge of police, medical, and fire codes and related jargon.
  • Knowledge of principles and methods of employee supervision, training and performance evaluation.
  • Knowledge of modern principles and practices of leadership, mentoring and personnel management to include standards for customer service.
  • Knowledge of local geography including primary streets and their hundred blocks, Community boundary limits, sector/beat and response areas .


  • Ability to analyze complicated software and hardware problems and formulate solutions.
  • Ability to work under pressure, exercise good judgment and make sound decisions in emergency situations.
  • Ability to resolve work procedure problems and questions presented by subordinate level employees.
  • Ability to exercise tact and diplomacy in dealing with sensitive, complex and confidential situations.

  • Skilled in establishing and maintaining effective working relationships with state, federal, and local law enforcement officers, other staff, and the public.
  • Skilled in planning, organizing and coordinating public safety communications training programs.
  • Skilled in mentoring/training subordinate staff on leadership and supervisory skills.


Minimum Qualifications

  • Education and Experience: A Bachelor's degree from an accredited college or university in Public Safety Administration, Leadership, Public Safety Management, Business Administration, Emergency Management or Criminal Justice or a closely related field; and a minimum of seven (7) years of progressively responsible experience in public safety communications and dispatch or emergency communications.


  • Three (3) years of the seven (7) years must include senior-management experience in the administration and operation of an urban Public Safety Emergency Communications Center of both Police and Fire operations.


  • Certification as an Emergency Number Professional (ENP) issued by the National Emergency Number Association (NENA) OR a Certification as a Registered Public-Safety Leader (RPL) AND/OR Certified Public-Safety Executive (CPE) issued by the Association of Public-Safety Communications Officials (APCO) is preferred.


  • Special Qualifications:Successful completion of Police Department background investigation, polygraph and psychological examinations. Must possess or obtain a Level A Terminal Operator Certification (T.O.C.) within six (6) months of hire. Must complete training and obtain certificates of Incident Command System (ICS) training for ICS 100, 200, 300, 400, 700, and 800 within 12 months from date of hire.


  • Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job will be considered when filling the position.


  • Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

  • Must possess and maintain a valid Arizona Driver's License.
