Job Description

Responsible for Water Treatment Systems, Domestic and Agricultural Wells, for overseeing the Solid Waste Collection from all three Reservations twice weekly, and coordinating duties of the Public Works Operations. 
 

Education requirements

Bachelor’s degree in Public Administration, Civil Engineering or related field, or combination of 5 years’ public works engineering experience and education may be considered.

Experience requirements

2 years’ experience of administrative and supervisory experience.


Qualifications

Must be a Certified Tribal Water Operator, or must obtain Certification within six (6) months of employment.

Responsibilities

Assume full management responsibility for all Public Works Department services and activities, including engineering and maintenance operation; recommend and administer policies and procedures. Manage the development and implementation of the Public Works Department goals, objectives, policies and priorities for the tribal community; allocate resources accordingly. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, identify opportunities for improvement; direct the implementation of changes. Participating in the hiring process, train and motive or evaluate Public Works Department staff, provide or coordinate staff training; work with employees to correct deficiencies. Develop and administer the Public Works Department budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitoring of and approve expenditures; preparation of and implement budgetary adjustments as necessary. Respond to and resolve difficult inquiries and complaints from the Tribal Community. Responsible for the maintenance and operation of Water Treatment Systems. Must monitor the condition of all water provided for tribal community consumption. Oversee collection of trash on all three Reservations. Responsible for the maintenance of all sewer and sewer related activities or issues. Responsible for the maintenance of park areas. Responsible for all street maintenance and all directional signs on the Reservations. Complete monthly reports or as requested by Tribal Administration or Tribal Council. Responsible for water testing on a monthly basis, or as required by current EPA Guidelines, by an independent laboratory. Must maintain proper record keeping of reports filed and maintained in the office of the Director.

Skills

Ability to plan, organize, direct, and coordinate the work of Public Works Department staff, delegate authority and responsibility. Ability to train, and evaluate staff. Provide administrative and professional leadership and director for the Public Works Department. Identify and respond to community and council issues, concerns, and needs. Ability to prepare, administer and expenditure control on large and complex budgets. Allocate limited resources in a cost effective manner. Ability to analyze, and evaluate new service delivery methods, procedures, and techniques. Ability to prepare clear and concise administrative and technical reports. Ability to communicate clearly and concisely, both orally and in writing. Must have knowledge of operational characteristics, services and activities of a comprehensive public works, and maintenance program. Knowledge of modern and complex principles and practices of the public works engineering. Pertinent knowledge of Federal, State, and Local laws, codes, and regulations. Knowledge of methods, materials. Equipment, procedures, and practices utilized in the operation of public works, sewer systems, water systems and functions. Maintain strong relationships with the employees, contractors, the general public, and representatives of other agencies. Ability to work outdoors is required in the inspection of various land use development, construction sites, or public works facilities. Ability to lift up to 50 pounds, walk or stand for long periods of time.
