Overall Job Objective

Basic Function

The Public Works Operations Technician assists members of the Public Works department with a variety of tasks. The Public Works technician position is 50 percent in the office and 50 percent in the field. This position is responsible for facilitating the administrative processes between the City and contractors or other individuals. This employee assists with project documents and maintains a computerized filing system for instant access. The Technician has frequent interaction with a variety of individuals involved in the construction process and will be a back up to the administrative technician. May assist in the repair and maintenance of water and sewer lines; cleans and maintains tools, equipment, and all work areas. This employee is frequently required to participate in after-hours duties including, but not limited to, the Public Works Department management and public relations functions, emergency repairs, after-hour calls, and contact with residents. Regular attendance is an essential job function and employment duties are routinely performed Monday-Friday, with additional hours as needed on a daily basis.

Essential Job Functions

  • Strong emphasis on providing excellent Customer Service to residents, commercial customers, and internal customers.
  • Assist as a backup to the administrative technician to answer phones and dispatch work orders when needed.
  • Assist department with sewer backups, leak investigations, and pothole repair.
  • Maintain concrete evaluation lists and appropriately create and assign work orders to contractors and/or internal department.
  • Maintains and orders inventory for Customer Service and Infrastructure Maintenance departments.
  • Maintain computerized tracking system for project documents and asset management.
  • Assist Public Works Supervisors with project delivery.
  • Respond to inquiries from members of the general public, real estate agents, builders, developers, appraisers, surveyors, and other interested parties by providing correct information on projects.
  • Communicate with contractors, developers, engineers, citizens, and other City personnel and continually inform Public Works Supervisors of project status or any problems.
  • Schedule and conduct project-related meetings, pre-construction conferences, final inspections, walk-throughs, and attend other related meetings as appropriate or required.
  • Maintain a daily log of project progress, problems encountered, action taken, and maintain a working file of all correspondence on each project.
  • Provides training, guidance and direction as needed.
  • Perform other related duties and tasks as requested, required, or instructed.

Minimum Requirements

Skills/Abilities

The Project Technician must possess the following skills and abilities: effective planning and prioritizing skills; ability to review and analyze proposals and drawings submitted by contractors and developers; perform multiple tasks simultaneously in noisy and distracting environments under time pressures; enter structures in various stages of completion and frequently climb in and out of ditches, crawl inside of pipes, manholes, and drainage structures and continually utilize a variety of surveying or testing equipment and construction or hand tools; and the ability to effectively communicate and interact with contractors, coworkers, and members of the general public using the English language verbally and in writing on a daily basis, in addition to computer skills for scheduling, budgeting and communicating effectively in writing.

Physical Requirements

In order to successfully perform the daily tasks of this position, the employee needs to be able to: lifting and carrying hoisting, moving, and transporting objects up to 25 pounds for a distance up to 10 feet. The tools, parts, materials, and equipment will be horizontally transferred distances ranging from 10 feet to 50 feet. employing a variety of static and dynamic postures such as standing stationary, walking traverse, forward reaching, kneeling, squatting changing your body direction, handling (gripping & grasping), bending, stooping, turning, talking, hearing, far and near acuity communicating, crawling, balancing, fingering, climbing up and down ascending/descending ladders and steps, smelling detecting a variety of scents, depth perception and peripheral vision visually recognize objects near and far in order to complete daily tasks. Knowledge

The Public Works Technician should be thoroughly familiar with and have an excellent technical knowledge of accepted construction practices and procedures, materials and equipment. This employee should fully understand standard construction specifications and basic project management. Basic math and computer knowledge is necessary. Employee must also have general knowledge pertaining to identifying and preparing logs demonstrating compliance with City construction codes, ordinances and specifications. Knowledge of basic computer skills for scheduling, budgeting and communicating effectively is required. The Public Works Technician should be familiar with City policies, procedures and ordinances and frequently must explain this information to members of the general public and a wide variety of other individuals.

Experience

The Public Works Operations Technician must have a high school diploma or equivalent education and a valid Texas Drivers License. This position requires an individual with a minimum of five (5) years and two years (2) of clerical experience in a related field with extensive contact and interaction with the general public. A valid Class C Water Distribution and/or Wastewater Collections II; and the ability to obtain a CSI License within one (1) year is also required. Additional desirable qualifications include an Associate Degree in a field related to construction, survey experience and previous employment experience with a municipality. This employee must understand how to efficiently operate a personal computer with word processing, spreadsheet and other software products. Additional experiences working in a municipal government setting are preferred, a valid Texas Drivers License with a good driving record.

Working Environment

The Public Works Technician performs 50% of tasks in an office environment and in a conference or meeting setting and 50% will be performed outdoors, specifically in construction zones, and within construction sites, exposing the employee to extreme climates and noise. Employee must be able to traverse uneven surfaces within construction zones/sites.

Reporting Relationship

The Public Works Operations Technician reports to the Customer Service Supervisor and indirectly to the Assistant Director of Public Works-Operations.
