Overall Job Objective

What Success Looks Like In This Job

Develops, plans, implements, leads, and monitors Quality Assurance and Training activities for the division. Works closely with division managers to lead the implementation of new or ongoing projects. Ensures that the organization is operating efficiently and effectively, while providing programmatic analysis, review, research, and other related technologies which assist in quality assurance and training efforts.

Position will coordinate and provide training for the following specific programs including, but not limited to: Food Assistance, Medicaid, Colorado Works (CW), Long Term Care (Home and Community Based Services and Nursing Homes), Old Age Pension (OAP), and Aid to the Needy Disabled (AND). Other topics this position will coordinate/provide training on include, but are not limited to: Colorado Benefits Management System (CBMS), Document Scanning, Electronic Data Management, and SharePoint.

Examples of Duties for Success

  • Introduces, develops, implements, and monitors quality assurance and quality improvement processes, policies, and procedures that are aimed at improved performance within the division.
  • Provides support and technical assistance to special projects of the division, including data extracts and analysis.
  • Provides programmatic analysis, review, research, and strategy recommendations to division management.
  • Works closely with division management to lead the implementation of new or ongoing projects while gathering input from front-line staff to learn the impact that the projects would have on staff performance and helps identify barriers to efficient and effective operations. Follows up with division management to get a sense of the whole picture and to study project influence/impact.
  • Develops and/or provides analysis of reports summarizing program performance outcomes, program integrity, caseload trends/volume, and other program measurements.
  • Acts as a quality assurance representative at division and agency internal and external meetings and workgroups as appropriate.
  • Coordinates, as necessary, with other offices and staff, on training content and methods.
  • Maintains and updates training plan materials as appropriate.
  • Develops a system to track individual employee training records.
  • Performs other related duties and responsibilities as required.
Qualifications for Success

  • Experience: Three (3) to five (5) years direct/related experience.
  • Education and Training:
    • An Associate's D
    • Experienced in directing the work of others.
    • Experienced in developing/delivering face-to-face training programs/classes for adult learners.
    • Enjoy public speaking and giving presentations.
    • Knowledge of and experience with adult learning theories and methods.
    • High level of interpersonal and relationship building skills.
    • Ability to effectively communicate utilizing verbal, written, nonverbal, and other methods; communicate clearly and concisely, both orally and in writing.
    • In-depth knowledge of Human Services Public Assistance Programs such as Food Assistance & Medicaid.
    • Knowledge of program evaluation technologies and statistical, quantitative, and qualitative analysis.
    • Knowledge of statistics, program evaluation techniques, and quality assurance practices. Strong analytical ability. Ability to create ad hoc reports from various data sources with the aptitude to explain the report's meaning.
    • Advanced skills using Microsoft Office, including, but not limited to Word, Excel, PowerPoint, etc.
    • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
