DISTINGUISHING FEATURES OF THE CLASS:
The Senior Accountant-Special Revenue performs a variety of financial duties and related business functions.
Performance required is at a professional accounting level involving various duties pertaining to federal/state fund
accounting for contracts and grants and financial reporting

ESSENTIAL FUNCTIONS:
Responsible for the activity of the special revenue ledger to include monitoring of balance sheet accounts,
individual funds and accounts; collection of data for the annual MD&A as required by GASB34.Prepare the annual indirect cost proposal and all supporting schedules in proper form with the
responsibility for timely submission to the Office of the Inspector General.Supervise, train and serve as a backup for the Program Accountants and when required may serve as a
backup for the ComptrollerApprove all monthly journal entries for processing; responsible for ensuring that journal entries are
accurate, proper and have complete supporting documentation for the transaction.Research outstanding audit findings and assist in the preparation of corrective plan of action.Monitor and maintain the Communitys major fund accounts.Approve all In-House Budget Changes (Special Revenue) for departments and forward to Budget Office.
Assist departments with internal and inter-departmental procedural and administrative problems as
directed.Reconcile the Communitys fund accounts working with the Bene?ts and Pension departments to ensure
claims and contributions are accurate.Has drawdown signature authority on all contracts and grants and ensures cash maximization policies by
the timely drawdown of funds and cost reimbursement requests.Responsible for the accuracy of and timely submission of the monthly, quarterly and annual/final reports
which the Program Accountant prepares.Responsible for the year-end closing of the contracts and grants, ensuring that all expenses incurred have
been accounted for and all income requested has been credited.o Responsible for the review and approval of contracts that are funded with Federal/State or other grants
and contract funding.
0 Perform responsible administrative work involving the study and application of administrative system,
policies, procedures, and practices, as directed by the Comptroller.
0 Assist the Comptroller in the preparation of the Community7s indirect cost proposal.
0 Maintain superior customer service to internal and external customers.
0 May be responsible for review of Tribal entities financial statements and preparation of any journal entries
with regard to related party transaction on a monthly, quarterly and annual basis.
0 Prepare monthly, quarterly and annual reports, financial statements and/or reconciliations.

- Maintain liaison with Program Directors, and Contracts & Grants Administration to coordinate financial
activity.
0 Perform other duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:Extensive working knowledge of:
- Governmental Accounting Standards Board (GASB).
Financial Accounting Standards Board (FASB).
Generally Accepted Accounting Principles (GAAP).
Government Auditing Standards (GAS).
Super Circular Uniform Guidance.
OMB Circular A-102.
OMB Circular A-l33.
Public Law 638, including Indian Self-Govemance Act.
Other Local, State and Federal regulations.
Knowledge of Tribal organizational and financial management practices, including Tribal Finance and
Procurement Policies.
Considerable knowledge of Native American economic and sociological issues.
Experience and knowledge in the operation of a personal computer, Excel and Microsoft software.
Exhibit good organizational writing and communications skills to develop logical and clear recommendations
based on the result of research.
Ability to communicate effectively verbally and in writing.
Ability to negotiate favorable conditions with contractors, vendors and the general public.
Ability to follow up and complete projects in a timely manner.
Ability to effectively plan, supervise and coordinate work of others.
Ability to analyze and evaluate accounting problems and to develop logical and clear recommendations based
on the result of research.
Ability to interpret Federal/ State and non-governmental contracts and grant requirements and Tribal
ordinances.
Ability to establish and maintain effective working relationships with other employees, Community Officials
and the general public.
Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.REQUIRED EDUCATION/EXPERIENCE:Bachelors Degree from an accredited college or university in Accounting or closely related field and four (4)
years of successful experience in federal/state grants, contracts/governmental accounting, auditing or closely
related financial activity; and which includes 2 years of supervisory experience.ADDITIONAL REQ QUIREMENTS:Required to pass a background check.
0 Required to obtain a Tribal Driving permit. Valid state drivers license with a current proof of driving record
for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must
be submitted with application and must not be more than 60 days old from the date of submission of
