Summary:

Under general direction, incumbent(s) performs procurement functions including developing bid specifications, reviewing proposals, making recommendations for award of contracts, administering contracts and approving purchase orders. Incumbent(s) are relied upon to make independent decisions with regard to purchasing, contract administration and special project activities.

Essential Functions:

  • Determines method of procurement to be used for required competitive procurements. Develops and implements the bidding and quote process by preparing specifications, bid documents and contracts, evaluating responses, monitoring contract status, training District staff, and making recommendations regarding purchases and contracts in the District.
  • Prepares and administers purchase orders and contracts as awarded by the Governing Board. Ensures purchase orders and contracts include all bid specifications and are valid legal documents.
  • Manages contracts to assure adherence to terms and conditions of contracts. These functions include price verification, product verification, ancillary costs, delivery deadlines, etc.
  • Oversees ordering of the Warehouse stock items, including evaluating item performance for efficiency and productivity, determining methods for assuring stock items are the best products for the end users.
  • Ensures District is in compliance with all Federal laws, State Statutes, District Governing Board policy, Uniform System of Financial Records, and Department of Education Procurement Rules. Implements law and policy changes affecting procurement and other purchasing services.
  • Collaborates and serves as liaison with District administration and staff, parents, outside agencies, vendors, and other stakeholders to ensure that needs, inquiries, and problems are identified regarding purchasing services.
  • Researches and analyzes product types, volume usage, and current market trends. Makes recommendations for standardizing products for district use. Ensures procurement is maximizing value and appropriate methods are used in procuring products.
  • Attends and presents topics at the Governing Board meetings, conferences and professional meetings to gather and disseminate information that is appropriate and beneficial to the purchasing process and to keep updated on purchasing procedures, laws, and regulations.
  • Arranges out-of-state travel for district staff including determining flights and fares.
  • Handles any and all purchases that require the use of the District credit card.
  • Other job-related duties as assigned.

Required Qualifications:

To be eligible for this position, an applicant must meet the following required qualifications. In addition, verification of these required qualifications is necessary.

  • High School diploma or equivalent (G.E.D.) prior to being hired;
  • Five years of purchasing, buying, or related experience;
  • Valid Arizona Department of Transportation Drivers License.

Preferred Qualifications:

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

  • Bachelors degree in purchasing, supply management, or related field;
  • Ten years of management in purchasing, supply chain, or related experience.
