  • TITLE: Senior Buyer

    CLASSIFICATION: Classified Exempt

    REPORTS TO: Procurement and Asset Supervisor

    SUMMARY:
    The Senior Buyer will be responsible for review and approval of requisitions, seek written quotes, and preparation of routine Invitation for Bids (IFBs) within District guidelines, the Arizona Administrative Code (AAC) and the Uniform System of Financial Records (USFR).

    PERFORMANCE RESPONSIBILITIES:
    1. Daily initial review and approval for purchase on all end-user submitted requisitions that are procurement compliant with AAC, USFR.
    2. Ensure the review process of requisitions is expeditious and includes verifying the account coding, funding source, quote accuracy, cooperative contract (if applicable) and proper vendor.
    3. Return of incomplete requisitions to end-users, with timely assistance, and action needed by end- users prior to resubmitting for approval.
    4. Identify contracts that are non-compliant and/or are expiring in the school year, research and recommend alternative contracts.
    5. Initial review of new recommended contracts from approved cooperatives; complete Due Diligence checklist for Supervisors approval.
    6. Develops specifications for Written Request for Quotes (WRFQs) for items under formal procurement threshold where approved contracts are not in place.
    7. Assist in maintaining up-to-date vendor and bid files.
    8. Monitor vendor and commodity cumulative spending total reports for prior and current year.
    9. Assist in providing ongoing training in procurement guidelines.
    10. Attends outside training workshops to ensure a current knowledge of AAC compliance and procurement practices.
    11. Prepares routine Invitations for Bid (IFBs) for goods and services as well as all related documents in accordance with the AAC and the USFR.
    12. Provide customer service daily via communication and training with end-users.
    13. Perform other job-related duties as assigned.
    EDUCATION AND EXPERIENCE:
    High School Diploma or equivalency
    Bachelor's degree in Purchasing, Business or other closely related field preferred.
    Two years of related buyer experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    SKILLS/KNOWLEDGE/ABILITIES:
    • Strong oral and written communication skills are required.
    • A high level of English, both written and spoken, proficiency is required.
    • Ability to communicate State and District purchasing practices.
    WORKING CONDITIONS: The working environment is the normal office setting.

    TERMS OF EMPLOYMENT: Twelve-month year, Classified Exempt Salary Schedule, employee benefits in accordance with Board policies.

    EVALUATION: Performance to be evaluated in accordance with Board policy on evaluation of certified staff.
