Public Works Department:
The mission of the Public Works Department is to effectively promote and maintain a high level of economic welfare and quality of life in Aurora through the planning, design, construction, inspection, review, approval and maintenance of Aurora's transportation and drainage infrastructure. They are looking for a Project Engineer to plan, review, coordinate, and perform complex professional engineering work to support the engineering services function of the Public Works Department under the supervision of the Transportation Projects Delivery Manager.

The Engineering Division of the Public Works Department is seeking a Senior Engineer with a technical focus in drainage, development, and roadway design. This individual is responsible for, including but not limited to, review of civil engineering plans, drainage reports, and may supervise team members (as assigned).

The City of Aurora will conduct ongoing screenings of applications on a first-come, first-served basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice.
PRIMARY DUTIES & RESPONSIBILITIES

  • Review development, site plans, and civil plans for conformance to annexation agreements, master plans, public improvements plans, city code ordinance, and roadway & urban drainage requirements
  • Reviews drainage studies for conformance to hydrology, hydraulic, and Mile High Flood District criteria, and will review junior level staff work product and/or complex drainage analysis
  • Reviews design plans and technical reports for private development and public projects
  • Ensures compliance with design standards, City policies and procedures, and governmental regulations
  • Develops technical criteria and may assist in the design of interdepartmental complex engineering projects
  • Coordinates with the Floodplain Administrator on master/preliminary/final drainage reports
  • Serves as a work lead or supervises (as assigned) for development review staff
  • May coordinate and delegate reviews of reports and civil plans
  • Coordinate with management on workload and priorities, as assigned
  • Acts as a technical expert for engineers, technicians, other support personnel and other departments.
  • Develops and implements work procedures and policies
  • Develops or supports operational priorities, goals, and objectives for assigned employees
  • May participate as hiring supervisor or panel member in selection, hiring, training, evaluating and disciplining assigned employees
MINIMUM QUALIFICATIONS

Education:

  • Bachelor's Degree in Civil Engineering

Experience:
  • 8 years of progressive experience in professional engineering work required
  • Experience in review of drainage reports and civil plans for land development / redevelopment and/or municipal engineering preferred
  • Supervisory experience preferred
  • Certified Floodplain Manager certification preferred

An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.


Knowledge:
  • Thorough knowledge of current engineering principles and practices applicable to municipal and development engineering projects
  • Thorough knowledge of hydrology and hydraulics including City of Aurora Storm Drainage Manual and Mile High Flood District technical design criteria. Thorough knowledge of MHFD spreadsheets including UD Detention.
  • Thorough knowledge of advanced hydrologic and hydraulic computer modeling including SWMM and HEC-RAS, StormCAD, Flowmaster, HY8 and the rational method
  • Thorough knowledge of water quality best management practices engineering techniques
    • Familiarity with two-dimensional hydraulic modeling
    • Familiarity with CUHP
    • Thorough knowledge of roadway design and construction specifications
    • Thorough knowledge of local, state and federal laws and regulations related to assigned function.

  • Communicate effectively both orally and in writing with the public, commissions, City Council, other jurisdictions and agencies, and city staff regarding development projects and issues

  • Make decisions and solve or make recommendations for complex technical and procedural problems
  • Able to manage multiple projects, objectives, and competing priorities
  • Support and contribute to planning and schedules of work unit operations and priorities, as assigned

Skills:
  • Strong interpersonal, analytical, and organizational skills
  • Skills in the use of field and office engineering instruments and equipment
  • Skill in the use of personal computers and related software
  • Skill in the relevant use of computer stormwater modeling programs

Licenses, Certificates or Equipment Required:
  • Colorado Driver's License with a good driving record
  • Registration as a Professional Engineer (PE) required with the State of Colorado, or ability to obtain through reciprocity from another state within 6 months of employment
  • Colorado driver's license with a good driving history
WORKING CONDITIONS

Physical Demands:

  • Light to sedentary physical work requiring the ability to lift a maximum of 15 pounds
  • Occasional lifting and carrying
  • Frequent walking and standing for field work and meetings
  • Vision to read and interpret reports and other written documents as well as produce
  • design work
  • Hand/eye coordination for operation of computer keyboard and engineering instruments
  • Hand/foot/eye coordination to operate a motor vehicle
  • Frequent speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortable environment with occasional outdoor work including exposure to varying weather conditions, noise and dust, and traffic
  • COVID19 Working Conditions: This position is currently designated as one which works from home for the majority of its duties. This designation is subject to change.

Equipment Used:
  • Personal computer, engineering instruments; electronic components; motor vehicle
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
