Level 2 Enterprise Products Sr. Analyst (grades 28-29)Purpose of the job

The Enterprise Products team initiates, designs, implements and manages a portfolio of customer facing products and solutions, in alignment with Corporate Strategic Imperatives, to enhance the BCBSAZ Value Proposition by offering differentiated products that deliver an exceptional customer experience to support membership and revenue growth.

ESSENTIAL job functions AND RESPONSIBILITIES

LEVEL 1 - Analyst position focused administrative support, reporting and analysis.

  • Operates with autonomy; limited supervisor oversight.
  • Collect and format data to deliver monthly Enterprise Products dashboard reports.
  • Coordinate quarterly Enterprise Products Stakeholder meetings, secure location, develop agenda, prepare materials, document and distribute meeting minutes, document and follow up on action items.
  • Coordinate vendor on-site meetings, secure location, guest Wi-Fi, visitor badge(s), agenda, prepare materials, greet and assist vendor with connectivity/room set up, document and distribute meeting minutes, document and follow up on action items.
  • Engage vendor(s) and cross functional resources to resolve customer issues related to Enterprise Products; escalate as appropriate. Maintain and categorize issue logs to track and report trends.
  • Collaborate with internal customers to deliver documented process flows, policies, procedures, job aids, and training related to Enterprise Products.
  • Research and facilitate RFP responses for Enterprise Products.
  • Document business requirements, user stories and test scripts.
  • Execute test scripts, validate defects before submitting to development resources, execute testing plans and report on progress. Escalate testing resource constraints, and defects/issues that may impact delivery targets.
  • Develop project schedules, track and report on project statuses.
  • Support business needs as delegated by Levels 2-4 and Management.

LEVEL 2 - Enterprise Products Sr. Analyst, strategic evaluation of portfolio expansion opportunities.

  • Operates with considerable autonomy.
  • Provide peer review and mentoring to level 1.
  • Intake and lead the evaluation, procurement and implementation of Enterprise Product opportunities.
  • Perform independent research, and engage internal and external stakeholders to gather information and insights needed to thoroughly evaluate new product opportunities and deliver a formal report including a recommendation.
  • Develop the product concept with input from Customer Experience and Segment product leadership.
  • Create a business case, and present to segment General Managers and leadership for decision support.
  • Conduct market analysis, collect competitive intelligence, identify regulatory and BCBSA requirements, projected ROI and potential convergence with other projects/initiatives throughout the organization.
  • Document clear, accurate and thorough business requirements to support product launches and enhancements.
  • Facilitate cross functional work sessions, along with external stakeholders, to develop and document detailed requirements necessary for successful implementation.
  • Ensure scalability of service model and connectivity to the broader environment.
  • Analyze processes and performance results and drive improvement initiatives for future implementation efforts.
  • Manage multiple medium to large scale cross-functional projects to facilitate new product implementation, cost containment measures, and product enhancements to innovative in response to marketplace and legislative mandates.
  • Business owner for RFPs, and procurement process for new products/enhancements.
  • Lead development of the go to market strategy for new products/enhancements.

LEVEL 3- Product Owner, Enterprise Products

  • Operates with significant autonomy.
  • Provide Levels 1-2 with peer review and support related to internal BCBSAZ systems, processes, and information.
  • Vendor account management liaison for assigned products in the Enterprise Products portfolio.
  • Matrix manages internal and vendor resources to ensure adherence to contract terms, business requirements and expectations.
  • Cultivates relationships with stakeholders to inspire confidence in BCBSAZ.
  • Subject Matter Expert Act and voice of the business for assigned product(s); research and document all business processes related to assigned product.
  • Deep understanding of product, vendor contract terms, customers, both internal and external, and all stakeholders.
  • Define, consult and report on product performance measurement strategies, tools, scorecards and surveys.
  • Consult with Marketing and segment Marketing Strategists to maximize customer engagement and product performance.
  • Responsible for content in marketing materials, reviews and approves materials as product SME
  • Periodically propose re-prioritization of the roadmap based on customer feedback, market changes and business priorities, for Management and stakeholder approval.
  • Initiate change orders, project requests, and engage management to secure funding as needed for enhancements.
  • Identify and facilitate timely resolution of Enterprise Product performance barriers, communicating status and following up with stakeholders frequently.
  • Perform on-going risk analysis and escalate to Management any high profile risks, concerns and issues.
  • Lead, collaborate with, and motivate a cross-functional stakeholder workgroups to resolve product issues, ensure goals and objectives are accomplished in alignment with product roadmap and funding parameters.
  • Accountable for the monitoring vendor contract performance, Service Level Agreements, and product prioritization.
  • Translate emerging customer needs and technologies into written, actionable business terms and associated plans.
  • Accessible to vendors and agile product owners to answer questions, participate in planning sessions, as needed.
  • Offers guidance to cross functional stakeholders during design, development, and testing phases for projects that converge with Enterprise Products and holds accountability for the overall solution by providing final sign off on behalf of Enterprise Products prior to production deployment.
  • Create and maintain a base test plan for each product, including a library of product specific user stories, acceptance criteria, perform testing and post-production validation.
  • Provide ongoing education to stakeholders on product, initiate ongoing refreshes of RFP, Sales and Marketing materials.
  • Develop, monitor and communicate 1-5 year roadmap.
  • Facilitate and support development of the go to market strategy for new products/enhancements.
  • Business owner for RFPs as required by company policy upon contract renewal.

Level 4 - Performs job functions in a lead capacity

  • Operates with significant autonomy.
  • Provide Levels 1-3 with support related to all job duties.
  • Supports manager in oversight of business activities related to planning, oversight and management of the Enterprise Products portfolio.
  • Enterprise Products liaison for various committees, strategic projects and process improvement initiatives.
  • Proactively monitor all Enterprise Product Key Performance Indicators, coach Levels 1-3 to correct product performance issues, initiate risk mitigation strategies, report and or escalate issues/concerns/risks to Manager.
  • Ensure adequate and accurate Enterprise Products related documentation is maintained and business processes are followed by Levels 1-3.
  • Ensure integration of Enterprise Products into value proposition, includes ensuring stakeholders are well trained and versed on Enterprise Products and associated launch activities to maximize impact.
  • Assist manager in the day to day operations of the department.
  • Provide or delegate back up support for levels 1-3 responsibilities when they are out of office.
  • Lead, develop and mentor levels 1 - 3 by identifying opportunities for growth through delegation of work, coaching, and knowledge transfer, including timely feedback regarding their performance.
  • Inform Manager of any issues impacting the efficient and effective performance of the department including system deficiencies, process improvements, resource constraints, and any other barrier to performance.
  • Create, organize and maintain product, systems and process documentation to standardize Enterprise Products business processes and implementations and internal processes.
  • Lead or provide oversight on large-scale, high-visibility, and complex implementation projects.

  • The position requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements.
