DISTINGUISHING FEATURES OF THE CLASS:
The Senior Internal Auditor (Healthcare) conducts and supervises financial, compliance, operational audits; to
include the responsibility for the execution of audit engagements. Performs analytical review of business
processes and financial data to identify compliance and effectiveness of internal controls in accordance with the
principles of the Institute of Internal Auditors (IIA) as it relates to healthcare. Develop and review audit reports
with audit findings with the results submitted to the Gila River Indian Communitys governing leadership.

ESSENTIAL FUNCTIONS:
o Oversees all financial, program and compliance audits of health care related programs Within the Gila River
Indian Community and its enterprises to include tribal funds, contracts, grants, and funding agreements.
Conduct complex audits of departments, agencies and enterprises of the Gila River Indian Community.
Provide assistance and guidance to Assistant Internal Auditors during the conduct of their audits.Provide training to audit staff and conduct in-depth review of draft audit reports.Assist department director in planning, scheduling and implementing audit projects and statistical reports.
Perform other related duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:
I Knowledge of generally accepted accounting principles and federal regulations to include 2 Code of Federal
Regulations Part ZOO-Uniform Administrative Requirements.
I Knowledge of federal laws and regulations related to healthcare including, but not limited to:
- Indian Self Determination and Education Assistance Act (Public Law 93-638, as amended; 25 USC
450 et seq) (ISDEAA)("638").
- Indian Health Care Improvement Act, (25 USC 1601 et seq.)(IHCIA).
- IHCIA and ISDEAA implementing Regulations.
- Federal Privacy Act (5 USC 1811 et seq).
- Health Insurance Portability and Accountability Act (29 USC 1881 et. Seq).
- Social Security Act.
I Knowledge of control procedures required in finance and information systems.I Familiarity with federal agencies and their subparts including, but not limited to:
- Center for Medicaid and Medicare Services.
- Department of Health and Human Services.
- Public Health Services.
- Indian Health Services.
I Familiarity regarding hospital and clinic accrediting agencies, including but not limited to: Joint Commission
on Accreditation of Health Care Organizations.
I Familiarity regarding third party reimbursement for 638 hospitals like Medicare/Medicaid, the Arizona Health
Care Cost Containment System and private insurance like Blue Cross/Blue Shield.
I Must be detail oriented and knowledgeable with analytical review process.
I Extensive experience in writing financial and internal control policies and procedures, performing internal
audits of complex systems, and report writing.
I Ability to observe the confidential nature of activities of the Gila River Indian Community and maintain
confidentiality.
I Ability to plan, supervise and coordinate work of others.
I Ability to establish and maintain effective working relationships with other employees, Community Officials
and the general public.
I Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.

REQUIRED EXPERIENCE AND TRAINING:
Bachelors degree from an accredited college/university in an accounting or business related field with a minimum
of three (3) years specialized experience and one (1) year supervisory experience; (specialized experience is
defined as directly related to the position being filled, i.e., internal auditor, lead auditor or senior auditor).

ADDITIONAL REQUIREMENT:


- Certified Public Accountant, Certified Internal Auditor or Certified Fraud Examiner preferred.
0 Experience in IHS funding, Medicare/Medicaid, and private insurance reimbursement preferred.
0 Must pass background check as a condition of employment.
0 Required to obtain a Tribal Operators permit. Valid state drivers license with a current proof of driving
record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record
must be submitted with application and must not be more than 60 days old from the date of submission
