Under the guidance of the Corporate Director of Internal Audit and/or the Corporate Vice President of Finance, as well as the Monarch Casino Resort Spa General Manager, the Senior Internal Compliance Officer is responsible for managing the property Internal Controls, and will have oversight of all compliance requirements for Gaming, Financial and other Operations activities at Monarch Casino Resort Spa.Develops, implements, and maintains internal controls, standard operating procedures, and regulations for state and federal agencies
- Oversee efforts to audit and monitor reportable currency transactions and suspicious activities.
- Ensure Title 31 Compliance; to include thorough auditing of daily Title 31 paperwork, accurate and timely submissions of CDOG filings, issuance and tracking of departmental exception reports, assistance with facilitation of classroom training, one-on-one training, and test review.
- Designated as the divisional anti-money laundering (AML) Compliance Officer responsible for day-to-day compliance with the Bank Secrecy Act and the casino's anti-money laundering program. Preparation of Bank Secrecy Act documentation for approval and mailing (SARC).
- Record retention of all Title 31 documentation as required by the Bank Secrecy Act and Monarch Casino & Resort Inc. document retention policies.
- Record retention of all SARC documentation.
- Retrieve, audit and maintain computer reports, spreadsheets and Word document files of the Title 31 Audit.
- Ensure Title 31 training of all required positions, including preparation of training manuals and documents, presentation materials, maintenance of training logs, and scheduling of classes.
- Ensure completion of Title 31 training for all departments responsible for compliance with Title 31.
- Preparation of exception reports and maintenance of exception logs.
- Conduct in-house investigations and routine audits.
- Research and document inquiries from federal and state regulatory agencies, court systems, and taxing authorities.
- Prepare audit report responses from management, quarterly compliance reports, and other documentation required by CDOG and/or Monarch Casino & Resort Inc.
- Ensure Monarchs compliance with Colorado Gaming Regulations to include, among other things, verifying new system software and any annual recertifications necessary, to ensure approval in accordance with Colorado Gaming Regulations.
- Review slot software notifications upon receipt and verify against the Slot Master File to ensure software hasnt been revoked. If software is revoked, notification to the Director of Slot Operations and the Slot Performance Manager will be made to ensure timely ordering of replacement software.
- Review the Slot Master File monthly to ensure that it matches current slot settings on the floor.
- Maintain a dialog and positive working relationship with the staff of Colorado Division of Gaming, the Colorado Gaming Commission and other regulatory agencies having jurisdiction over the operations of Monarch Casino Resort Spa.
- Ensure that effective internal controls for Monarch Casino Resort Spa are established and maintained in compliance with all applicable federal and state statutes and regulations.
- Work with property management to develop departmental procedures that are adequate to satisfy requirements of the internal controls.
- Complete audit and documentation of the Problem Gambling and Underage Gambling Program and the routine assessment of the propertys Responsible Gaming efforts to ensure compliance with the American Gaming Associations Code of Conduct (i.e. placement of brochures, signage, literature), reporting any identified failures to the General Manager.
- Maintain strict confidentiality regarding all matters related to Monarch Casinos compliance department.
- Complete special projects as assigned by the Corporate Internal Auditor or property General Manager and recommend corrective actions as necessary.
- Minimum three years leadership experience in a compliance or regulatory position within the casino industry.
- Bachelors degree (B.A./B.S.) in accounting, business or related field from an accredited four-year college or university.
- Knowledge of state, local and federal laws pertaining to Gaming, Alcohol Service, and Risk.
- Possession or ability to obtain a Key Gaming License with the Colorado Division of Gaming.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to establish and maintain effective relationships with department managers, Team Members, and the general public.
- Ability to present facts and recommendations effectively in oral and written form.
- Excellent written and verbal communication skills.
