ESSENTIAL DUTIES AND RESPONSIBILITES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Financial Statements & Other Reporting

To provide timely, useful, and reliable financial data in support of strategic and operational decisions. Providing timely financial data and analysis to meet dynamic decision support requests is essential as MAAC continues to expand operations. This will be measured by the quality and timeliness of reports provided.

  1. Produce fully GAAP compliant Consolidated Financial Statements.
  2. Produce monthly, quarterly, and annual financial reporting packages to be used by senior leadership and the Board of Directors.
  3. Produce other timely financial reports in support of MAACs senior leadership. This includes monthly budget to actual reports with variance analysis and other reports as deemed necessary. Develop and maintain a reporting system that will enable the department to produce timely reports.
  4. Provide support for MAACs annual audits and preparation of form 990 and other required financial reports and regulatory filings.
  5. Supports the monthly, quarterly, and annual fiscal closings and works with the Controller on developing and maintaining an efficient closing cycle.
  6. Prepares reports to be used by external parties such as lending institutions, government organizations, other funders, and real estate investors.
  7. Responsible for tracking compliance with all entity level financial regulatory reporting for MAAC and all affiliates.
  8. Perform scenario and financial modeling, and sensitivity analysis to be used to inform strategic decisions and project financial impact of a policy or other changes.
  9. With an objective of continuous improvement balanced with clarity and consistency, develop, and refine reporting formats to be as concise and user-friendly as possible. Identify and implement an enhanced process for consolidating variance analysis for review by budget holders and the leadership team.
  10. Responsibility for implementation of and training on financial reporting systems.

Improving MAACs Financial Management Processes

Early identification of significant areas for improvement in MAACs financial reporting systems

  1. Identify areas and solutions for improving upon the closing processes. In conjunction with Controller and CFO, work to implement changes to improve such.
  2. Identify areas and solutions for improving upon fiscal policies and procedures and internal controls.
  3. Perform monthly and quarterly general ledger analysis on the various asset, liability, revenue, and expense accounts.
  4. Participate in the assessment, development, and facilitation of agency-wide staff training related to financial literacy, reporting, monitoring, and related internal controls.

Qualifications

EDUCATION/EXPERIENCE/CERTIFICATION

  • Bachelors Degree in business administration, Accounting, Finance, or related field. CPA is strongly preferred. Equivalent experience may be considered.
  • Experience supervising accounting staff required.
  • Business budgeting and forecasting experience.
  • Job cost/construction accounting experience a plus

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Strong knowledge of accounting principles, procedures, and internal controls.
  • Experience with government grants and contracts strongly preferred.
  • Minimum of 7 years experience in GAAP based financial reporting to include producing full consolidated financial statements. Experience in the non-profit sector is strongly preferred. Experience in public accounting a plus.
  • Strong knowledge and experience with accounting database report writing tools. Effective financial modeling and budgeting skills utilizing advanced Excel techniques.
  • Strong PC skills, particularly experience with Microsoft Teams, Outlook, Excel, Word, PowerPoint, accounting database systems (MIP preferred), financial report writing packages, and budget/forecast tools.
  • Knowledge of Non-Profit Issues and resources.

Ability to:

  • Research and implement new technical accounting pronouncements and standards (FASB, IFRS, EITF, AICPA, Uniform Guidance, etc..) and stay abreast of trends and developments.
  • Demonstrate excellent analytical and organizational skills with the capacity to handle multiple tasks under tight deadlines and competing priorities.
  • Work independently in meeting objectives.
  • Identify trends and best practices and develop networking opportunities to further solutions.
  • Demonstrate proven excellent written and verbal communication skills and the ability to work effectively with staff at all levels and tailor communication to varied audiences.
  • Training and group presentation skills preferred.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Drivers License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAACs insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
