Senior Operations & Project Analyst - 118503

The Senior Operations & Project Analyst is a technical leader with a high degree of knowledge in the overall field, and recognized expertise in specific areas. Problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources. Functions with a high degree of autonomy.

The Senior Operations & Project Analyst uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and/or organization. Develops and oversees the implementation of new programs and processes. Position reports to the Senior Director, Strategy and Operations for Health Justice, Equity, Diversity and Inclusion.

Key Responsibilities:

* Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses as a specialist in one policy field.
* Develops and coordinates policy or program communications; formulates strategies for education and enforcement. Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies, processes, or programs.
* Provides analyses for complex metrics, health or academic data, systems and resource projects working directly with internal and external constituents.
* Proposes, leads and/or participates on policy, strategy and planning committees and working groups.
* Researches and summarizes best practices in field.
* Develops proposals and recommendations to guide and support a broader strategic direction for the function, research initiative, program and/or organizational unit.
* Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes.
* Makes high level contacts of a sensitive nature, internally and externally requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program / process recommendations.
* Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
* Guides and directs planning which may include senior management, faculty, staff and/or external constituencies.
* May lead a team of lower level analytical, research or administrative staff.
* Develops and presents complex proposals on a broad range of issues to include problem identification, metrics, benefits and options.
* Other duties as assigned.

• Bachelor's degree in a related field of study and five or more years of relevant experience, or an equivalent combination of experience, education and training.
• Exceptional written and oral communication skills, including developing and giving presentations and engagement in scholarly writing
• Ability to build rapport and work effectively with all levels of the organization.
• Experience conducting, coordinating, or directing research projects, including the regulatory or financial aspects of research.
• Experience synthesizing, analyzing, and interpreting data
• Strong organizational skills and practices
• Ability to design structures and practices to support program and research implementation
• Demonstrated strong writing skills, as documented by authorship on refereed publications, editorials, or grant proposals
• Advanced knowledge of common organizational- or research-specific and other computer application programs.

• Advanced degree in a related field of study highly desirable.
• Seven or more years of directly relevant experience.
• Demonstrated experience leading and implementing complex projects across different stakeholder groups.
• Ability to organize and present complex data to diverse stakeholder groups.
• Experience working in academic health systems is highly desirable.
• Current UC San Diego Health employee is highly desirable.

• Must be able to work various hours and locations based on business needs.
• Employment is subject to a criminal background check and pre-employment physical.
