Overall Job Objective

What Success Looks Like In This Job

Independently perform a variety of complex technical and administrative duties related to payroll. Prepare and process payroll and all necessary reporting and record retention.

Examples of Duties for Success

  • On a daily basis, this position inputs data in the JDEdwards system to keep the database current with regard to new hires, changes in employees status, terminations, merit increases, market adjustments, and reclassifications. The position processes all personnel Data Actions (PDA) forms, direct deposits, W4's, deferred compensation changes, and miscellaneous employee related deductions.
  • Prepare statistical reports to meet Federal and State reporting requirements. Close and balance all monthly, quarterly, and year to date payrolls.
  • Perform required year-end procedures, W-2 form preparation, purging, and/or restoring payroll files.
  • Perform ACH transfers for direct deposit funds, PERA, deferred comp., and various health providers.
  • Calculate and process terminations.
  • Review and correct pre-payroll register and assist in running month end payroll cycle.
  • Calculate and produce supplemental paychecks; input manual checks into automated bank reconciliation process.
  • Utilize the A/P functions of JD Edwards EnterpriseOne to produce checks for vendors and employees. Process monthly deductions, such as, insurances, garnishments, levies, and child support payments; complete corresponding reports and balance deduction reports.
  • Process bi-weekly work experience, summer youth, and advance checks.
  • Successfully handle communications and/or research and resolve disputes with employees, vendors, or courts.
  • Provide back up support to Payroll Technician and Payroll Accountant.
  • Work closely with applications specialists and computer programmers in identifying and resolving problems.
  • Test new software programs and implement necessary changes.
  • Verify employment information in writing.
  • Perform other related duties and responsibilities as required.

  • Apply the principles and practices of payroll accounting.
  • Perform a variety of balancing and calculation tasks with accuracy.
  • Interpret and apply county policies, procedures, rules, and regulations.
  • Perform a variety of statistical and management reports.
  • Modern office procedures, methods, and proficient in Microsoft Excel and Word.
  • Operate a 10-key calculator by touch.
  • Maintain confidentiality of work.
  • Ability to work in a high pressure work environment.
  • Ability to meet deadlines.
  • Ability to work well with other county departments.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive harmonious working relationships with those contacted in the course of work.
More Qualifications for Success

  • Experience:
    • Minimum four (4) years of increasing responsibility in payroll accounting.
    • Minimum two (2) years of experience with payroll software, preferably JD Edwards EnterpriseOne.
  • Education and Training:
    • High school diploma or GED equivalent required.
    • An Associate's Degree in Business, Accounting, or a related field is preferred.
  • License or Certificate: None.
