Job Description

Definition

Definition: Under general supervision of the Solid Waste Section Manager, oversees day-to-day Residential and Commercial Solid Waste collection. Drives and operates solid waste vehicles and equipment. Supervises, assigns work, and monitors the quality of service provided by assigned staff. Trains and certifies workers on the proper use and operation of solid waste equipment. Assists with budget development and monitoring of expenditures for the Solid Waste Section. This position is FLSA non-exempt and considered a DRIVING position; subject to working on call, weekends and holiday hours.

Examples of Tasks

1. Supervises, manages, and performs day-to-day solid waste operations dealing with residential and commercial customers. Plans, schedules, prioritizes, assigns, and reviews the work of assigned staff to ensure efficient, effective collection and disposal of refuse/recycling from commercial and residential customers within the Community. Assists with establishing and assigning routes for solid waste collection crews and monitors the quality and efficiency of service provided.

2. Trains and certifies subordinates on the safe use and operation of the department's solid waste vehicles and equipment. Conducts periodic spot checks to ensure that assigned staff follow required safe driving/operation standards, guidelines, and policies. Trains and ensures that assigned staff understand and comply with federal, state, and tribal EPA/OSHA requirements for proper collection/disposal of solid and hazardous waste and materials. Coordinates and conducts regular safety meetings with solid waste staff to aid in reducing work-related accidents.

3. Utilizes customer service/container databases and software to track and retrieve data regarding solid waste service for new and existing customers and updates database as required. Assists Manager with investigating and resolving customer service complaints and provides recommendations for corrective action as required. Meets directly with customers as needed to resolve customer service issues. Monitors customer service feedback in order to recognize adverse trends and implements changes to improve customer satisfaction. Prepares, executes, and tracks customer service agreements. Responds to special collection service requests from the public and other departments.

4. Oversees staff and operates, as necessary, semi-automated refuse collection vehicles, front load vehicles, roll off and rear loader vehicles, picks up truck, tractors, etc, to pick up and dispose of domestic refuse and recyclable trash from residents and commercial businesses within the Community. Uses a variety of equipment and hand tools to pick up residential bulk trash. Separates recyclable from non-recyclable trash, as needed, and ensures trash is disposed appropriately according to established guidelines and procedures. Transports collected refuse, bulk waste, and recyclables to the designated disposal facilities.

5. Coordinates and supervises the delivery and maintenance of solid waste containers including residential trash cans, commercial trash bins, and roll of containers. Regularly inspects deployed containers to ensure their condition is satisfactory to meet the needs of the customers and that they present a professional image for the Department.

6. Ensures staff conduct daily inspections of vehicles and equipment prior to use to ensure proper operation. Inspects, maintains, and performs preventive maintenance on solid waste vehicles and equipment assigned to the fleet. Ensures equipment is cleaned and maintained using appropriate cleaning materials and methods.

7. Evaluates employees work performance and performs timely performance appraisals. Responds to staff questions concerning assignments. Monitors and recognizes staff effectiveness and achievements as well as corrects deficiencies in performance. Responds to staff questions regarding assignments. Ensures all staff have the proper tools, personal protective equipment, and proper equipment to complete their assigned tasks safely and efficiently

8. Assists supervisor with the development of the section's annual budget and monitors expenditures for the section.

9. Responds to emergency situations and performs other job-related duties as assigned to maintain and enhance program and agency operation.

Knowledge, Skills, Abilities, and Other Characteristics:
  • Knowledge of general management principles and practices, including budgeting and employee supervision and training.
  • Knowledge of Federal, State, and Community codes and regulations related to refuse collection.
  • Knowledge of EPA, OSHA, ADOT and other local, tribal, state, and federal regulations dealing with solid waste issues.
  • Knowledge of solid waste collection operations including efficiency studies, routing studies, equipment specifications, and solid waste industry terms and standards of practice.
  • Knowledge of the basic principles and practices of employee training and supervision.
  • Knowledge of the addresses and commercial and residential locations within the Salt River Pima-Maricopa Indian Community.
  • Knowledge of the operating procedures for assigned solid waste vehicles and equipment.


  • Skill in planning and scheduling the work of subordinate employees to ensure efficient, effective pick up of refuse/recycling.
  • Skill in providing supervision and training to staff members.
  • Skill in understanding and following written and verbal instructions
  • Skill in operating and maintaining solid waste vehicles and other types of equipment.
  • Skill in determining work solutions and evaluating solid waste related problems.
  • Skill in establishing and maintaining effective working relationships with staff, other Community department heads and elected officials, other local, State, and Federal agency staff, and the public.
  • Skill in understanding and interpreting complex laws, rules, regulations, policies, procedures, and guidelines.
  • Skill in evaluating the work of others.
  • Skill in using personal computer and related software.


  • Ability to communicate efficiently and effectively with tribal employees and community members and other customers.
  • Ability to supervise and evaluate personnel.
  • Ability to gather and interpret data and compile reports.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to walk, stoop, climb, and bend for long periods of time.
  • Ability to move heavy objects between 20-50 pounds or more for long distances (more than 20 feet).
  • Ability to work in a variety of weather conditions with exposure to the elements.


Minimum Qualifications

  • Education & Experience: Graduation from high school or GED and three (3) years full-time work experience as a Solid Waste Equipment Operator or driver, and one (1) year of experience supervising solid waste collection crews or operations. Knowledge of residential and commercial trash and recyclables collection procedures and associated equipment. Must possess at time of hire, and maintain, a State of Arizona Class (B) Commercial Driver's License (CDL) for operating solid waste refuse vehicles with the gross vehicle weight rating (GVWR) of more than 26,000 pounds, and various heavy equipment.
  • Equivalency - Any equivalent combination of training and experience that would enable the candidate to satisfactorily perform and meet the duties and responsibilities required may be considered in meeting the stated minimum qualifications.
  • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.


Special Requirements

Special Requirements: This position is required to work evenings, holidays, weekends and on-call as scheduled.

  • Must possess and maintain a valid Arizona Commercial Driver's License.
