Job Summary:

The Division of Business and Finance (DBF), Procurement Office is looking for a highly motivated individual to join our team as an SR Procurement Specialist . Under the direction of the Procurement Manager, this position will be responsible for managing a large volume of grant funded contracting actions and the oversight of grants contracts after award. This position will be funded through the Substance Abuse Block Grant (SABG), Mental Health Block Grant (MHBG), State Opioid Response Grant (SOR), and other discretionary grants as applicable. All grants are issue by the federal government. The position is grant funded and is contingent upon the availability of funding.

Job Duties:

* Writes solicitations, including RFPs, RFQs, IFBs, IGAs, ISAs, MOUs, engagement letters, task orders, direct contracts and contract amendments for review by management, other agencies and the vendor community. Researches and recommends procurement source for agency requested highly complex and technical acquisition.

* Leads and manages the evaluation process with a committee. Serves as single point of contact with offerors and initiates requests to offerors for clarification, discussion and best and final offers.

* Creates and maintains the procurement file, both hard copy and electronic, as a permanent record of the solicitation. Maintains, if applicable, the contract file on the States E-Procurement System (currently APP).

* Analyzes and prepares recommendation for contract awards; drafts executive summary of the solicitation; drafts evaluation committee notes in accordance with the Arizona Procurement Code or AHCCCS Procurement Rules. Follows policy and operating procedures relating to contract administration, subject to guidelines and regulations set forth by supervisor and by laws and regulations. Monitors and evaluates contract compliance; approving or denying reimbursements; may make on-site visits if necessary; coordinate and advise with divisions within the agency in all areas of contract requirements and develops applicable forms, policies and procedures relating to contract management

* Meets regularly with internal grants staff and maintains a tracking sheet of all grants contracting current projects and future needs. Tracks all projects and status updates on a central tracking document and shares with internal team members and grants division internal stakeholders for all projects.

* Researches and prepares reports pertaining to specific projects, conditions or proposals under study, involving application and recommendations for action to be taken or resolution of problems. Reads, studies and administers Federal regulations, program guidelines and related documents to gain knowledge and understanding of federally funded programs. Reads and examines claims for reimbursement from State or Federal funds, as they are received from local grantee agencies, and makes decisions on approval or authorization in accordance with established guidelines

* Conducts focus groups on an as-needed basis; confers with vendors; attends meetings and participates in activities of committees; task forces or ad hoc work or advisory groups closely relating to the work system, its goals and objectives.

* Reads and reviews funding or grant proposals, RFPs, IFBs, IGAs, ISAs, MOUs, engagement letters, task orders, contracts and contract amendments; and makes critical observations and recommendations for improvement. Advises, instructs and explains technical matters to staff and managers of assigned programs regarding contract activities. Examines and analyzes reports, statistical data, correspondence and other materials relating to specific manpower development programs, as a basis for program evaluation; evaluates and makes recommendations. Reviews and examines contracts or organizations participating in federally funded programs; verifies compliance with laws and regulations; and makes determinations and plan of actions.

* Organizes work in a fashion that is easily accessible and actionable by coworkers and management. Uses time management to plan for future contract amendments or other actions, allots time to following up with internal and external partners to meet deadlines. Regularly updates supervisor on projects including timeline adjustments or challenges. Participates in the AMS activities.

Knowledge, Skills & Abilities (KSAs):

* Considerable knowledge of State and Federal contracting regulations, and public contracts management/acquisition process.

* Effective Negotiation strategies, techniques and dispute mediation and meeting facilitation skills

* Excellent telephone etiquette and customer service skills.

* Ability to edit, issue and evaluate government solicitations

* Ability to plan, organize, coordinate and prioritize activities effectively

Selective Preference(s):

* A Bachelors Degree is preferred. However, the KSAs may be acquired through years of experience doing similar tasks and by practice. Training in certain areas is required, for example, computer programs.

* Knowledge of Grants Contracting in the state of Arizona.

* Public Procurement Certification
