Sr. Software Engineer

Serving as a Senior Software Engineer, you will be part of a team that designs, develops, and integrates highly complex software solutions within Blue Cross Blue Shield of Arizona. You will assist with the design, development, rollout, and support of technical and business environments in our healthcare payer space. Your solutions will facilitate the efficient delivery of managed care services for our Blue Cross Blue Shield (BcBs) Arizona members and business support customers. You will work alongside teams of software engineers, contractors, and business staff while serving as a resource and source matter expert for other software engineering teams. Your software solutions will be consistent with HIPAA compliant, industry, State, and federal requirements.

REQUIRED QUALIFICATIONS

Required Work Experience

• Utilize various technologies (EdiDev, RDP Crystal, IBM MQ, MS BizTalk, MS SSIS, Web Services, etc.) that support the development and maintenance of ETL solutions that exchange data with internal and external systems including external trading partners (Vendors, providers, and health care regulators, etc.) using a variety of proprietary and standardized interchange formats (ANSI X.12 EDI transaction sets, JSOM, XML, CSV/Pipe, Tab, etc.)
• Intimate knowledge and experience developing and supporting HIPAA ANSI X.12 5010 transaction sets for EDI 27x (270/271, 276/277, 278-13/278-11), EDI 277S/277U, EDI 834, EDI 835, EDI 820 - Minimum of (5) years experience.
  • Knowledge supporting ANSI X.12 EDI 837i,p,d transaction sets a plus
  • Experience and support of BSBS BlueCard ITS 27x workflow processes a plus
  • Biztalk Configuration (Trading Partner setup, send ports, receive locations/ports), especially as it relates to the processing of inbound/outbound HIPAA transactions including 834, 835, and 837s; and
  • Use of Washington Publishing Company (WPC) documentation, standards, aids, and code sets
  • IBM MQ message delivery development and support a plus
  • Experience developing and supporting EDIDEV or RDP Crystal technologies a plus.
• Experience developing, administering, and supporting Microsoft web-based technologies including ASP.NET (Web Forms, C#/.NET Framework 4.52/4.6, AJAX, HTML 5/6, CSS3, JavaScript, JQuery 3, Bootstrap, Entity Framework 6.x, Telerik controls, IIS 10+) to create integrated enterprise managed care applications and solutions. - Minimum of (5) years experience
  • MVC 5/6 and Razor experience a plus.
• Experience developing and supporting Arizona AHCCCS Medicaid and/or ALTCS membership enrollment and eligibility services, including use of PMMIS a plus.
• Experience supporting managed health care systems including membership information (demographics, enrollments, eligibility/coverage codes), claim/encounter adjudication and payment elements and principles (Coinsurance, Premiums, Deductibles, Copays, Benefit Coverage, Prior Authorizations, Provider Data, Coordination of Benefits. Etc.) for Physical Health, Behavioral Health, Pharmacy, and other provisioned services such as Dental, Lab, Transportation, etc.
• At least ten (10) years experience developing and tuning complex SQL Server T-SQL stored procedures, functions, dynamic SQL, views, CTEs, triggers, indexes, etc. including knowledge of advanced relational database design concepts.
  • Experience using MS SQL Server 2012-2022 and SSMS
• At least five (5) years experience using and building Visual Studio .NET/C# solutions including, Business Intelligence projects (SSRS, SSIS ETL, etc.)
• Experience using Microsoft DevOps or Team Foundation Server (TFS), CI/CD, and GIT a plus.

• Bachelors degree or equivalent in Computer Science, Software Engineering, or related field of study and 10 years of progressive, post-bachelors software development experience in the Healthcare industry or related occupation.

• Participate in business requirements meetings to gather and record business requirements. Help to define functional requirements needed for internally developed solutions.
• Coordinate, solicit, analyze, and verify customer requirements for completeness, consistency, comprehensibility, feasibility, and conformity to established software design and development standards.
• Design, develop, and deploy software solutions that address the needs of business stakeholders and are consistent with HIPAA, industry, BCBS Association, State and Federal standards, as well as BCBSAz established standards, policies, and procedures.
• Ability to develop, document, and maintain business requirement documents (BRD), technical design documentation (TDD), standard operating procedures (SOP)/Runbooks in addition to creation of ERDs, data dictionaries, process flow models, specifications, diagrams, and charts.
• Knowledge and use of Atlassian Confluence a plus
• Experience using enterprise scheduling technologies (Ex. JAMS, Windows, SQL Server, etc.)
• Research and resolve production issues.
• Experience with Visio a plus
• Experience developing and supporting RESTFUL web services a plus.
• Work cooperatively, positively, and collaboratively with interdisciplinary technology and business teams
• Manage time effectively to handle multiple critical level requests.
