JOB SUMMARY
Perform diverse professional Human Resources duties of an advanced and specialized nature in planning, coordinating and overseeing all areas of Human Resources, including recruitment and selection, employee relations, classification and compensation, benefits, wellness, leave management, occupational health and safety and organizational development. Provides advice and direction to managers and employees regarding a broad range of Human Resources related County policies and practices.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Performs advanced professional level Human Resources work in coordinating and overseeing areas of recruitment and selection, employee relations, classification and compensation, benefits, wellness, leave management, occupational health and safety, and organizational development.
  • Meet with and advise management regarding Merit Rules, policies, procedures, and Human Resource practices in order to enhance operations, address problems, and capitalize on opportunities, with regard to respective area of assignment.
  • Meet with employees regarding workplace concerns and employee relations complaints, investigate or oversee investigations, as appropriate, and advise management on a course of action.
  • Collect data, analyze information to identify themes, trends, and support decision-making. Prepare clear and concise reports.
  • May be required to make oral presentations.
  • Manage the automated Pinal County recruitment system and other related Human Resources data information sources.
  • Maintain complete and accurate records in accordance with legal requirements and best practice.
  • Maintain required confidentiality and privacy of information obtained in the course and scope of duties.
  • Stay apprised of the current knowledge of federal, state and local laws, statutes and regulations related to Human Resources practices.
  • Deliver exceptional customer service and demonstrate ongoing collaboration through personal accountability, commitment and teamwork.
  • May assist in other Human Resources or related matters. Perform other related duties as required.
POSITION SPECIFIC DUTIES:
  • Perform full-cycle recruiting process from requisition to offer acceptance with a customer service driven transition to the onboarding team.
  • Build strong, trusting relationships with hiring authorities and partner with them to provide a high-level consultative approach to develop customized recruitment strategies for key positions. Develop an understanding of the various departments within the county and their functions along with knowledge of short term and long term hiring needs.
  • Establish and maintain relationships with applicant resources including AZ@WORK, colleges, high schools, trade schools, chambers of commerce and related organizations to build current and future candidate pipelines.
  • Inspire passive candidates about Pinal County careers by actively participating in school events, consistent LinkedIn/social media posts, sourcing and maximizing referrals.
  • Partner with the HR Division Manager, Employer Services and the Communications Department to incorporate employer branding and social media strategies to compliment talent acquisition efforts and existing employees.
  • Identify, plan and execute community outreach and job fairs with the HR Division Manager, Employer Services. Make presentations to local schools and other relevant entities about the career opportunities at Pinal County.
  • Provide an excellent candidate experience and promote the Pinal County employment brand throughout the application and recruitment process.
  • Pro-actively match applicants to other roles within the county in which they meet minimum qualifications; send out appropriate correspondence encouraging them to apply.
  • Partner with the HR Division Manager, Employer Services, to create email outreach campaigns to ATS database, standardized correspondence, recruitment flyers while supporting employer branding initiatives.
  • Support the continuous improvement of the staffing function and leveraging the tools and capabilities of NEOGOV including candidate and data mining. Develop expert level knowledge of NEOGOV and other recruiting tools and software available.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelors degree in Human Resources Management, Public or Business Administration, or a related field.
  • Four (4) years of professional HR experience two of which in talent acquisition.
  • Or any equivalent combination of education, training or experience that provide the required knowledge, skills and abilities is qualifying.
Preferred Qualifications:

  • Five (5) years of experience in all aspects of talent acquisition including sourcing, employer branding, recruitment advertising, job fairs, community outreach, networking, candidate experience enhancement, ATS data optimization, social media and developing partnerships with high schools, colleges and trade schools.
  • Experience developing comprehensive internship and co-op programs.
  • Valid Arizona State Drivers License.

Knowledge, Skills and Abilities:

  • Knowledge of standard theories, principles, concepts, practices, and procedures within Human Resources (e.g., recruitment, benefits, compensation, occupational health, employee relations, and training).
  • Knowledge of Federal and state laws and regulations relating to public sector personnel (e.g., Equal Employment Opportunity, Americans with Disabilities Act, Fair Labor Standard Act, Family Medical Leave Act, and Age Discrimination Employment Act)
  • Knowledge of occupational health related to OSHA, workers compensation, workplace hazards and industry safety standards/requirements to include vaccination requirements.
  • Knowledge of HIPAA and COBRA federal regulations.
  • Knowledge of Microsoft Office Software (i.e., Excel, Word, Access) and other complex programs essential to performing daily activities.
  • Knowledge of public sector personnel.
  • Skill in working with highly sensitive, confidential, and emotional situations and assignments.
  • Skill in handling multiple projects simultaneously and using good judgment in prioritizing work assignments.
  • Ability to perform extensive research, conduct independent analysis and subsequently formulate finding in a composed reports or correspondence.
  • Ability to maintain data integrity and quality work products.
  • Ability to establish and maintain effective working relationships with County employees at all levels and the general public.
  • Ability to provide guidance and training in area of assignment within Human Resources.
PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.
