Description

The Tax Systems Analyst is responsible for ensuring each new tax year is set up and maintained correctly throughout the year in the tax/accounting system, making sure that expected revenue balances to system generated revenue, and adhering to strict due dates for billing purposes. Various reports to the State of Colorado are required to be generated and remitted by statutorily mandated due dates. Vendor relations and support for various interfaces must be updated and managed by testing. Training and support is to be provided, when necessary.

NOTE:

  • The complete pay range is listed for this position. The anticipated hourly hiring range for this position is $25.56 (minimum) to $31.95 (midpoint), dependent on candidate qualifications.

Duties

DUTIES:

  • Tax Warrant Roll and Tax Maintenance: Creates and reconciles the tax warrant roll each year in preparation for billing and collection of property taxes.
  • Tax Statements: Oversees the issuance of tax statements, verifies accuracy, and ensures proper archival. May also contribute to editing or creating new forms for tax statements and/or postcards.
  • Reports: Creates, verifies and submits various reports to the State of Colorado, Department of Local Affairs, and others by statutorily mandated deadlines or requested due dates.
  • Special Assessments: Sets up and maintains special assessments, including amortized assessments; and removes certain special assessments in preparation of the tax lien sale. Tracks unpaid amortized assessment installments to insure the property owners are properly notified of the consequences of tax liens; and makes sure the correct amounts are included in the tax lien sale, if required.
  • Tax Lien Sale: Oversees the tax lien sale process, to include researching delinquent taxes and working with vendors on publications. During tax sale season, updates the website and auction sale sites, ensuring correct tax amounts are listed, and processes payments. Assists with the manufactured housing tax lien process.
  • Serves as the Treasurers Office IT Liaison.
  • Coordinates automated interface with other internal and external systems as required. Oversees and manages all computer-based procedures, systems, record keeping and reporting. Assists in the testing of all new software releases, to include reporting and managing the follow-up of bugs and malfunctions.
  • Monitors, researches and recommends implementation of policies and procedures to improve the efficiency of the office with respect to property tax processes, including, but not limited to billing and payment processing.
  • Assists in the maintenance of information systems for the County Treasurer's office.
  • Assists in general department functions (to include, but not limited to, answering phones, processing mail/payments, etc.)
  • Maintain and create information for Treasurers pages on County website.
  • Other duties as assigned.
  • Work requires the analysis of a variety of complex facts from a diverse operation to ensure timely workflow and compliance with state statutes within the office and in coordination with other affected agencies/departments/offices.

Requirements

EDUCATION:

  • High School Diploma or GED equivalent required.
EXPERIENCE:
  • Three or more years of administrative experience OR one or more years of experience working in a Finance or Treasurer's Office within the public sector.
  • Experience working in Finance or Treasurers office within public sector preferred.
  • Experience in graphic design and/or form creation preferred.
Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

PRE-EMPLOYMENT ADDITIONAL REQUIREMENTS:
  • Must successfully pass pre-employment testing which includes an acceptable background check.
