PRIMARY DUTIES & RESPONSIBILITIES

WHAT DOES THE ROLE ENTAIL?
This position reports directly to the Chief Information Officer and oversees three internal divisions within IT - Enterprise Systems, Enterprise Network, and Client Services / Service Desk. Each team has a supervisor reporting to this position. The supervisors oversee the day-to-day operations of the teams, while also setting their tactical and strategic direction.

This position works closely with:

  • The Deputy CIO overseeing software applications, to ensure the infrastructure supports ongoing application requirements.
  • The Manager of the Program Management Office to ensure the alignment of required resources.
  • The Chief Information Security Officer to align resources required to address privacy, security incidents, security operations, and good security hygiene.

This position will help drive business value for the City departments and the community by serving as a key member of the Senior IT leadership team. This role contributes to the development and execution of the enterprise-wide IT strategy, in close partnership with leadership peers.
Additionally, this position will combine current knowledge and experience to contribute to future vision while planning and forecasting budgetary needs to maintain current operations; leading research into new technology and/or methodologies to modernize the environment while minimizing technical debt.

WHAT ARE THE DAY-TO-DAY EXPECTATIONS?
  • Managing the Enterprise Systems team, responsible for physical servers, virtual servers, storage, and database platforms.
  • Managing the Enterprise Network team, responsible for the routing, switching, voice communications, and firewall appliances used across the corporate network.
  • Managing the Client Services team, responsible for end-user computing devices such as desktops, laptops, and mobile devices.
  • Develops short and long-term strategic plans to ensure system capacity, availability, and capability. Assigns and oversees the implementation of those plans by the respective teams.
  • Conducting and assigning research to improve the technical capability of the City.
  • Preparing technical requirements for Requests for Proposals. Provides insight into the Statement of Work provided by selected vendors.
  • Vendor management to ensure vendors are providing the maximum return on investment.
  • Approving recommendations from supervisors and/or staff that align with strategic goals.
  • Assisting with the selection and assignment of technical staff.
  • Reviewing staff skills and develops a training roadmap or desired certification tracks to align with strategic direction.
  • Acting as an escalation point for assigned technical teams during routine operations and/or after hours (as appropriate).
  • Develops, implements, and monitors policies, controls, and standards of practice to ensure data accuracy, security, and regulatory compliance. This includes but is not limited to PCI-DSS, CJIS, PII, and business continuity.
  • Thought leadership in Cloud Infrastructure, Data Governance, Data Analytics, and emerging technologies.
  • Partnering closely with the Information Security office to address current needs while exploring technical capabilities for risk and compliance management.
  • Developing strategic relationships with stakeholders from other City departments; serving on committees in partnership with those departments to align technical capability with business objectives.
MINIMUM QUALIFICATIONS

Education:

  • Bachelors degree in computer science or a related field.
Experience:
  • 10 years experience in systems and data networks in a complex environment.
  • 5 years experience managing a combination of technical and administrative staff.
  • Infrastructure migration from on-premise to the cloud
  • Data governance principles and approach
**A combination of relevant education and experience may be substituted for the minimum education and experience requirements on a year for year basis.

  • Windows and Linux operating environments

Licenses Or Certificates Required:
  • Valid Colorado Driver's License.
WORKING CONDITIONS

Physical Demands:

  • Light physical work requiring the ability to lift a maximum of 25 pounds, including lifting 10 pounds overhead.
  • Occasional carrying, walking, and standing.
  • Vision to analyze data and read/interpret reports, documents, and other written information.
  • Hand/eye coordination for operation of a computer keyboard.
  • Speech communication and hearing to maintain communication with employees and citizens.
  • Capable of driving between city-supported buildings and to meetings in the Denver metro area as needed.
Work Environment:
  • Normally works in a clean, comfortable environment.
  • System support issues may require working outside the office environment and in or around emergency response vehicles.
  • Requires rotational staff escalation support outside normal business hours.
Equipment Used:
  • Standard business and professional tools and equipment including computers, laptop computers, and mobile computing devices.
