Job Summary:

This position performs financial functions for the Housing and Health Opportunities (H2O) Initiative, Housing and Health Opportunities (H2O) Infrastructure, Target Investment Fund, APF Funds, and OIG CAF Settlements. The position will monitor the interface payments to providers for H2O initiatives and the administrative expenditures of the H2O infrastructure to ensure federal and state match have appropriate allocations. The position will also reconcile and track the OIG CAF Suspension payment and return of federal funds. Furthermore, the position will analyze the appropriateness of monthly and quarterly payments and invoicing amount in relation to payments and reports on any potential cash flow issues for the H2O, Target Investment, and APF Fund. Finally, this position will reconcile the revenue and expenditures on an accrual and cash basis monthly for both the federal portion of the Target Investment and H2O along with the state match between H2O Initiative DHSP and SMI fund monthly and quarterly.

Under limited supervision, this senior level accountant position works independently applying knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, Financial Accounting Standards Board (FASB) announcements, Federal and State laws, regulations and policies governing AHCCCS' programs, State Accounting Rules (Arizona State Accounting Manual), and AHCCCS policies and procedures. This position applies basic principles, concepts, practices, methods and techniques of governmental accounting focused on accounts payable as well as cash and accrual accounting. Also, this position has substantial knowledge of the methods and techniques of development of data processing related to large financial systems. This position has knowledge of financial research methodologies.

This position is funded by a grant and is contingent upon the availability of funding.

Major duties and responsibilities include, but are not limited to:
* Utilize AZ360 Business Intelligence reports for the monthly reconciliation of Housing and Health Opportunities (H2O) and Target Investment. Prepare revenue and expenditure reports on an accrual basis to reconcile against the AZ360 fund balance. Prepare revenue and expenditure report on a cash basis to reconcile against the AZ360 fund cash balance and to ensure tracking of Target Investment and H2O are not integrated.
* Monitor and reconcile revenues and expenditures utilizing InfoAdvantage reports for APF Funding. Communicate the monthly, quarterly, and year to date report to DBF Finance Administrator.
* Monitor and reconcile the revenue and return of federal funds of the OIG CAF Suspension Payments.
* Assist Financial Operation Administrator with creating and revising any Housing and Health Opportunities (H2O) Fund standard work procedures, completion of ISA and IGA transfers, and assist with special projects.
* Complete Interagency Service Agreement and/or Intergovernmental Agreement transfers. Monitor, reconcile and track revenue and expenditures related to such agreements.
* Analyze the appropriateness of the programmatic Housing and Health Opportunities (H2O) Initiative interface payments and administrative invoicing amount in relation to issued payments to ensure the amounts are adequate. Report on any potential cash flow issues.
* Communicate monthly and quarterly reports with DBF Assistant Director, Executive Deputy Director, and Finance Administrator. Manually enter and process any H2O Initiative payments into AZ360.

* Accounts payable and general ledger processing system to include processing payments, preparing transfers/journal entries, electronic payment processing, researching system issues and reconciliation of transactions and fund balances
* Customer care practices and techniques for providing efficient and effective customer service to health plans and providers
* Financial research methodologies
* Efficient organization, time management and prioritization techniques
* Problem identification/resolution techniques
* Work load management

Skills:
* Proficient in Microsoft Office and Google Suite products
* Effective written and verbal communications
* Analysis, interpretation and communication of financial data
* Reconciliation of multiple funds on an accrual and cash basis
* Spreadsheet and database development as well as data warehouse queries and development to prepare revenue and expenditure reports for various funds
* Work techniques required in maintaining payable records through automated accounting systems
* Effectively provide high-quality customer service dealing with escalated and/or complex situations within established guidelines

Qualifications:

Minimum:
* Bachelor's Degree in accounting or closely related field required; Two years experience in accounting or equivalent.

Preferred:
* Experience in government/fund accounting.

Pre-Employment Requirements:

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
