Job Summary:

This position is a senior level accountant, who has comprehensive knowledge of Federal and State laws, regulations and policies governing AHCCCS programs as outlined in the Code of Federal Regulations (CFR), Arizona Revised Statutes, State Accounting Rules (Arizona Accounting Manual), and AHCCCS administrative policies and procedures. This position is required to work independently applying Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Financial Accounting Standards Boards (FASB) and Governmental Accounting Standards Board (GASB) theories and concepts in a state governmental environment. This position shall design, develop, and maintain the transaction coding profile elements necessary to enable an automated production of accrual and modified accrual basis financial statements within the AZ360 statewide accounting system.

Major duties and responsibilities include but are not limited to:
* Prepare the annual agency financial statements for the agency in accordance with Generally Accepted Accounting Principles (GAAP). Coordinate, assist and provide detailed schedules (Including trial balance sheets, accrual entries, transfer reclassification and reconciliation, fixed assets, fund balances) to the General Accounting Office for the States Comprehensive Annual Financial Report (CAFR).
* Streamline the business process, design functionality and future business enhancements. Develop and maintain the coding structures within AZ360, the statewide accounting system, to facilitate both daily cash management and reporting needs.
* Prepare comprehensive financial reports for the Medicaid School Based Services program (DSC) and the EPSDT Administrative Outreach program (MAC). Coordinate MAC claim review and audit. Assist external audit performed by CMS, OIG, and independent audit firm for both DSC and MAC program. Research and provide analytical information to the management for program implementation.
* Reconcile AZ360 fund balance including Federal or State revenue and expenditures, county revenue, TPL revenue, premium revenue, and collected fees. Prepare reports to management for review.
* Manage, coordinate, and assist the external audit processes including the agencys annual financial statement audit and Medicaid School Based Services audits. Coordinate with other divisions or units to provide accurate reports. Ensure that documentation is prepared and available to support the timely conclusion of audits.
* Expert knowledge of Agencys program, policies, and procedures. Resolve problems and questions presented by management regarding accounting transactions, policies, and process. Assist with special projects and prepare complex data analysis, report to, and make recommendations to management on internal control improvements and procedural changes.
* Study the compilation of data for quarterly CMS-64 and CMS-21 reports. Participate in reviewing the manual entries that were prepared by the Accountant III for the quarterly CMS-64 Quarterly Statement of Expenditures for the Medical Assistance Program and CMS-21 State Childrens Health Insurance Program Expenditures.
* Prepare analysis and research of the CMS-64 and CMS-21 system transactions based on queries from the data warehouse.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Generally Accepted Accounting Principles (GAAP), Governmental and Financial Accounting Standards Board (GASB and FASB) pronouncements and cash and accrual basis accounting
* Generally Accepted Auditing Standards (GAAS) and Generally Accepted Governmental Auditing Standards (GAGAS) as they relate to the principles, concepts, practices, methods and techniques of governmental accounting and fiscal management
* Financial statement preparation
* Methods and techniques of automated accounting systems
* Federal and State laws, regulations and policies governing AHCCCS programs outlined in the Code of Federal Regulations (CFRs), Arizona Revised Statutes including current legislative session law, State Accounting Rules (Arizona Accounting Manual), and AHCCCS administrative policies and procedures
* Methods and techniques of development of data processing related to large financial systems, and of financial research methodologies
* Payment Management System (PMS), Arizona's Financial System (AZ360), BI Cognos, Prepaid Medical Management Information System (PMMIS)

Qualifications:

Minimum:
* Bachelor's degree in accounting or closely related field; Two years experience as an Accountant 2, 3, or equivalent.

Preferred:
* Experience in governmental or related financial accounting utilizing complex automated systems preparing variety of financial reports and statements. Preferred experience will include accounting experience obtained in the healthcare field. CPA license is a plus.

Pre-Employment Requirements:
