Job Summary:

Pursuant to A.RS. 41-771.B.2, the Accounting Supervisor 1 position is required to maintain a direct, confidential working relationship with the HC Accounting Administrator and HC Senior Finance Administrator, of the Division of Business and Finance (DBF).

As Payroll Manager:
* Timely and accurately paying wages to and expenditures transaction processing for a large state agency with close to 1300 employees.
* Maintain ETE drop down functions as well as division proxies.
* Calculate over/under payments for stipends. LWOP, and indemnity for workers comp accurately.
* Establishing departmental policy and procedures ensuring compliance with Federal and State regulations including the Code of Federal Regulations (CFR), and Fair Labor Standards Act (FSLA)
* Maintaining the accountability and security of confidential information.
* Effectively managing and supervising employee workload.
* Providing a working environment conducive to employee productivity and morale.
* Maintaining a customer friendly atmosphere.
* Assigning special projects as needed.

As Collections Manager for Provider Enrollment/Application Fee:
* Overseeing collection duties to comply with the ACA. Section 6401 requires procedures are established for screening providers to reduce the risk of fraud, waste and abuse. The application fee is assessed to cover the cost of screening. Monitoring financial functions for receipt of funds.
* Monitoring process for receipt of the provider enrollment application fee utilizing Healthcare Revenue Manager (HRM) and CashPro online reporting. Ensuring postings to the Provider Fee Database are in agreement.
* Running weekly and monthly reports to monitor activity.
* Maintaining a good working relationship with the Division of Member and Provider Services (DMPS) and DBF Healthcare Finance to ensure that communication remains open regarding the status of the receivables.
* Providing direction and instruction regarding policies and procedures.

Other responsibilities:
* Overseeing the processing of deposits and entries into AZ360 in a backup capacity.
* Attending meetings to discuss and participate in problem resolution and decision making.
* Reviewing and approving a variety of complex financial and payroll documents to ensure accuracy, completeness and compliance with GAO, ASRS, and HRIS policies.
* Overseeing supervisors to maintain conformance to all program standards and goals they manage.
* Completing special projects as required by the Division Assistant Director, Finance Administrator and Finance Operations Administrator.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

This position may be available for remote work within Arizona (# days per week in the office/hoteling).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Major duties and responsibilities include, but are not limited to:

* Oversee staff's conformance to all program standards, goals and objectives. Direct, train, instruct and counsel Payroll and Premium Billing staff; develop work processes and procedures; resolve problems and questions regarding work methods and processes and evaluate the performance of the work unit. Maintain working relationship with agency-wide personnel/payroll coordinator network as well as DMPS KidsCare and Freedom to Work staff.
* Maintain records for premium billing collection account schedules for recovery attempts, overpayments, underpayments, and insufficient funds.
* Retrieve, review and analyze computerized accounting and payroll records; compile data from HRIS, AZ360, ETE, and manual transaction files; prepare detailed reconciliation reports summarizing financial transactions and status of accounts on a monthly, quarterly and annual basis.
* Implement and maintain quality control process to validate AHCCCS staff and management entries in the Employee Time Entry (ETE) system. Support AHCCCS Virtual Office employee payroll processes and procedures.
* Maintain the payroll accounting structure, expenditure control and reconciliation by section while maintaining payroll locator structure by unit. Maintain billing and collection structure, communication, and outcome.
* Analyze and evaluate procedures, processes, methods, and rules for the workplace; make determinations and establish them in practice; modify processes and procedures as needed. Maintain the internal control structure and audit of the payroll and billing and collection processes for the agency.
* Makes recommendations for improvement to automated computer systems and work processes; applying knowledge of Generally Accepted Accounting Principles, Federal and State regulations and AHCCCS policy and procedures to accounting, payroll, premium billing and collection of delinquent accounts.
* Attend meetings and participate in work groups for Payroll and Premium Billing for activities that support the goals and objectives of the Agency.
* Confer with Senior Finance Administrator and Finance Operations Administrator to present and resolve difficult problems and questions regarding agency policy, unit policy and State and Federal regulations. Research, compile data, identify problems, document, initiate corrective action and review/revise procedures.
* Establish job responsibilities; gather data, maintain employee performance documentation; evaluate employee performance; formulate plans for improvement.
* Maintain payroll account schedules for overpayment recoveries, underpayments, direct deposit reversals returned for insufficient funds, leave usage and accrual discrepancies, separations and new hires, supplemental payments, late adjusted timesheets and payroll problem forms.
* Monitor State and Federal funding participation; review and analyze computerized accounting, payroll and budget records from AZ360, HRIS, ETE, and Control-D; identify errors on a quarterly basis and make adjustments as required.
* Implement special projects as assigned by the Division Assistant Director, Senior Finance Administrator and Finance Operations Administrator.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
* Principles, concepts, methods and techniques of governmental accounting and fiscal management
* Federal and State regulations established for employee compensation including CFR, FLSA, FMLA, Workers Compensation, ADOA Personnel Rules and AHCCCS policy and procedures
* Methods and techniques of data processing with large automated payroll systems, accounting systems, database and software applications
* Rules and regulations for the work unit - Methods and techniques of data processing as it applies to accounting, billing and collections practices
* Federal and State regulations regarding billing, the collection of delinquent accounts, AHCCCS policy and procedures
* Generally Accepted Accounting Principles

Qualifications:

Minimum:
* Bachelor's degree in Accounting or a closely related field.
* Two years experience in Payroll or equivalent.

Preferred:
* Masters Degree in Business Administration or Accounting.

Pre-Employment Requirements:

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
