Job Summary:

The Actuary will develop actuarially sound capitation rates, conduct actuarial analysis for the agency, and clearly and accurately document all processes for peer review and internal and external actuarial communications. The Actuarial Analyst will do similar work under the supervision and review of a credentialed actuary. The position will be responsible for learning, understanding, and applying knowledge related to regulations and guidance propagated by the Center for Medicare and Medicaid Services (CMS) as well as the CMS Office of the Actuary (OACT) as part of the Medicaid capitation rate development and review process, in addition to following actuarial standards of practice as propagated by the Actuarial Standards Board (ASB).

Major duties and responsibilities include but are not limited to:
* Actuaries - Develop actuarially sound capitation rates, conduct actuarial analysis for the agency, and clearly and accurately document all processes for peer review and internal and external actuarial communications. Actuarial Analyst will do similar work under the supervision and review of a credentialed actuary.
* Actuarial Analyst - Assist with reviewing for accuracy information from other reporting departments, as well as reviewing other managed care programs for quality control purposes, including verifying source data, accuracy of formulas, documentation of assumptions and methodologies, and capitation rate certification review to identify errors or concerns, and make recommendations for corrections.
* Actuaries - Developing, implementing, and updating diagnosis-based risk adjustment models for AHCCCS programs. Developing models to help with actuarial analysis. Calculating costs for potential program changes, budget requirements, and ad hoc analysis.
* Actuarial Analyst - Progress towards attaining an actuarial credential, Associate of the Society of Actuaries (ASA).

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Federal regulations relating to Medicaid and Medicare
* AHCCCS Rules, Regulations, Policies, Procedures, and Programs
* Actuarial and Financial analysis principles
* Actuarial Standards of Practice
* Basic/Comprehensive knowledge of statistical principles and techniques
* Basic/Comprehensive knowledge of higher mathematics related to actuarial work
* Basic/Comprehensive knowledge of rate setting procedures

Skills:
* Excellent verbal and written communication
* Effective listening and questioning skills

* Researching and collecting data from multiple sources, statistical analysis and data management
* Above average financial analysis skills
* Microsoft Office applications including above average Excel skills, Google, and other comparable software programs

* Prepare accurate, comprehensive reports
* Plan and conduct complex actuarial studies
* Establish and maintain effective relationships with internal and external stakeholders
* Work in a virtual office setting

Qualifications:

Minimum:
* Actuarial Analyst - Bachelors degree in mathematics, actuarial science, finance, economics, or statistics. Bachelor's degree in other majors in combination with two years experience in financial analysis or capitation rate setting, or one or more actuarial examinations passed.
* Actuary - Member of American Academy of Actuaries (MAAA) and either Associate of the Society of Actuaries (ASA) or Fellow of the Society of Actuaries (FSA)

Preferred:
* Experience with Medicaid managed health care preferred.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
