Job Summary:

The Office of the General Counsel (OGC) is looking for a highly motivated individual to join our team as an Administrative Services Manager. OGC receives approximately 18,000 submissions per year for appeals, claim disputes, and hearing requests and that must be processed in accordance with state and federal rules and statutes and agency requirements regarding Medicaid. This position is responsible for managing this appeals and claims disputes processing.

This position may be available for remote work within Arizona (2 to 3 days per week in the office/hoteling).

Major duties and responsibilities include, but are not limited to:
* Develop and monitor the appeals and claims processing. Manage unit staff; evaluate work flow, train staff, manage work assignments, and organize direct report assignments to meet changing agency needs; hiring; annual evaluations; conflict management; discipline. Manage changes directed by AHCCCS and its divisions that impact the Administrative Services Unit (ASU).
* Represent AHCCCS Administration at Office of Administrative Hearings (OAH) hearings as needed; Prepare and issue legally sound and accurate Notices of Decision to parties.
* Coordinate with the Office of Administrative Hearing including but not limited to working through any scheduling issues, maintaining a positive working relationship with OAH, and coordinating any policy changes that may impact OAH
* Prepare reports for Executive Management to support the Agency's compliance with federal Medicaid grievance system regulations and the state's administrative review process.
* Serve as the division liaison for wellness groups, to the Office of the Director's Lean Project Manager, and integrating lean principles throughout the division.
* Establish and maintain professional relationships with other AHCCCS divisions and external stakeholders; facilitate improvements to the systemwide process to increase efficiency and effectiveness of the program.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
* Principles and practices of administration and management; agency and program rules, regulations and operating procedures; business law as it relates to contracts, grants and other agreements.
* Health-e-Arizona, PMMIS, Docuware, Kofax, ProLaw, and ServiceNow database computer systems.
* Workflow and process improvement theory and tools; Process workflow design.
* Training concepts.
* Quality control procedures.

Skill in:
* Principles and practices of supervision.
* Organizational and planning skills.
* Communication skills.
* Google Mail and Calendar; Microsoft Word and Excel, Microsoft Office.

Qualifications:

Minimum:
* 2 years of administration experience, including supervisory experience.
* Demonstrated knowledge and work experience with ProLaw and/or ServiceNow.

Preferred:
* Knowledge of AHCCCS programs, government program/application compliance with federal regulations and state statutes.
* A degree/education in the areas of health care management, legal fields, business/public administration.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
