Job Summary:

Reporting to the Arizona Advisory Council on Indian Health Care (AACIHC) Executive Director, the Grants Manager (GM) is a grant funded position that serves as the lead point of contact for a Centers for Disease Control and Prevention (CDC) Community Health Workers for COVID Response and Resilient Communities (CCR) grant. This position may not continue beyond the duration of the available funding for the CDC/CCR grant.

The GM provides overall project implementation and supervises and guides staff to accomplish grant goals and deliverables. The GM will work closely with subcontracted Tribal Community Health Representative (CHR) programs and partners to better address the social determinants of COVID-19, build community resilience, and advance health equity by building capacity of Tribal CHRs and the health systems they work with and within, to include the Indian Health Service and Tribal Health systems.

This position has the potential to work from a Virtual Office (VO) setting or may Telecommute based on the unit's needs and will require statewide travel.

Major duties and responsibilities include but are not limited to:
* Provide grant management and oversight of project goals and deliverables. Serves as point of contact with the Centers for Disease Control and Prevention, AHCCCS, and subcontracted CHR Tribal programs to ensure grant activities reporting and budget development.
* Establishes and maintains relationships with subcontracted CHR Tribal Programs and NAU Evaluation partners to participate in a statewide coalition to share resources and knowledge that has and will assist in mitigating COVID-19.
* Supervises staff to achieve grant deliverables. Approves staff travel, purchases, leave requests, time sheets, and ensures staff follow agency policies.
* Establishes agendas, in collaboration with contracted partners, for meetings and forums with subcontracted Tribes and NAU evaluation partners. Will bring partners together quarterly and meet with partners in person and via online platforms.
* Updates Executive Director and AACIHC Members on the status of the project and serves as the lead spokesperson to explain project.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Policies, procedures and programs of tribal health care delivery systems, public health systems, and emergency response systems and how they interact with state and federal systems
* Methods and proper preparation of reports
* Native American cultures and tribal sovereignty laws and policies

Skills:
* Use of on line virtual meeting platforms, Google Suites and Microsoft Office applications
* Effective verbal, written, and interpersonal communications
* Grant management and reporting, including budget development

Abilities:
* Interact with AACIHC members, tribal members, state agency staff members and outside health care representatives
* Exercise high degree of discretion and independent judgment
* Research and summarize data and compose reports
* Must be able to prioritize work tasks and ensure timelines of tasks are met
* Maintaining a working relationship with AACIHC staff, Council members, Tribal, state and federal program staff for high quality and timeliness of assigned special projects
* Travel statewide

Qualifications:

Minimum:
* 1 - 3 years of experience in public health, Tribal Health Systems, or community health programming.

Preferred:
* Bachelor's in Public Health or Health Education.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
