Job Summary:

Under the direction of the Children's System of Care Program Administrator and joint supervision with the Mental Health Block Grant Administrator, Program Coordinator - Children's System of Care will provide technical assistance, services, professional learning support and serve as technical expert and/or coordinator to support the integration of Mental Health Block Grant (MHBG), Serious Emotional Disturbance (SED) within statewide processes. The positions function is to increase effectiveness of the mental health referral pathways, promote access to care, and develop policies to elevate behavioral health for youth and adolescents, including those designated as SED and those in potential need of designation. This position is also responsible for engaging in performance management and collaborative monitoring activities to ensure grant objectives are met and will provide statewide outreach that aims to raise awareness and reduce stigma of mental health. This position will also foster collaboration to enhance coordination between agencies and managed care organizations with efforts that aim to improve comprehensive school-based mental health services along with management of grant funding opportunities that arise with behavioral health in schools.

Major duties and responsibilities include but are not limited to:
* Interpret data needs of grants and provide feedback that objectively discerns the use of data to perform continuous quality improvement measures for behavioral health initiatives within the State including but not limited to utilization of allocated funding for Childrens Behavioral Services Fund and MHBG SED to expand and improve behavioral health services to youth and adolescents designated as SED and in potential need of designation. Analyze behavioral health data, including other related databases, and contribute relevant information to MHBG annual report and SUBG/MHBG joint application.
* Guide implementation and monitoring of Serious Emotional Disturbance designation to include technical assistance, services, presentations, and support through direct collaboration with committees, state agencies, RBHAs, and MCOs to improve processes related to youth and adolescents with or in need of Serious Emotional Disturbance designations.
* Convene collaborative of RBHAs and community providers to exchange information, collect and analyze data as it relates to access to care and service delivery for behavioral health for youth and adolescents. Guide implementation of mental health referral pathways to community providers throughout the state which may include special pilot projects related to development and maintenance of guidance resources that are school-based.
* Provide technical assistance, services, presentations, and professional learning support through direct collaboration with committees, state agencies, RBHAs, and MCOs to improve comprehensive school mental health programs and referral pathways for behavioral health in schools in Arizona.
* Analyze behavioral health data, including other related databases, in order to independently develop reports and protocols with findings about Children's System of Care that include, but are not limited to, annual legislative reports for the behavioral health in schools under the Children's System.

Qualifications:

Minimum:
* Three or more years clinical and programmatic experience in working with schools and the behavioral health service delivery systems including experience in a public managed care environment.

Preferred:
* Five or more years clinical and programmatic experience in working with schools and the behavioral health service delivery systems including experience in a public managed care environment.
* A licensed clinical social worker (LCSW), a registered Nurse or Nurse Practitioner with Psychiatric-Mental Health specialty or, a Master's or higher degree in a behavioral health or health related field.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
